Figure 3.1 Emergency Management Phases
3.1.1 PREVENTION
Prevention focuses on averting human hazards, primarily from potential natural disasters or terrorist (both
physical and biological) attacks. Preventive measures are designed to provide more permanent protection
from disasters; however, not all disasters can be prevented. The risk of loss of life and injury can be limited
with good evacuation plans, environmental planning and design standards.
3.1.2 MITIGATION
Mitigation is aimed preventing disasters or taking steps to reduce the impact of unavoidable disasters.
Ideally, mitigation should occur before an emergency happens. The Disaster Mitigation Act of 2000 (DMA
2000) provided guidance for implementing mitigation activities including development of local hazard
mitigation plans (LHMP). The City has an approved DMA 2000 LHMP that was adopted in 2017. This plan
is a multi -jurisdictional plan in which the City provided an annex to the County wide plan.
