• Hazard Identification and Mapping <br />• Design and Construction Applications <br />• Land Use Planning <br />• Financial Incentives <br />• Insurance <br />• Structural Controls <br />3.1.3 PREPAREDNESS <br />The preparedness phase involves activities undertaken in advance of an emergency or disaster to develop <br />operational capabilities and effective responses to a disaster. Staff develop and maintain operational plans <br />to respond and recover from disasters. Preparedness activities involve planning such as developing hazard <br />analyses, training response personnel, and improving public readiness, all aimed toward developing <br />increased capabilities to respond to a disaster. Preparedness activities include: <br />• Reviewing and updating emergency plans, SOPS/SOGs, and resource listings <br />• Delivering pre -incident and post -incident public awareness information and education programs <br />regarding disaster preparedness <br />• Inspecting and assessing the readiness of critical facilities <br />• Training emergency response staff <br />• Maintaining the readiness of response resources <br />• Testing warning and communications systems <br />• Conducting exercises and drills to evaluate emergency response plans, procedures and processes <br />3.1.4 RESPONSE <br />Activities during this phase include saving and sustaining lives and protecting property and the <br />environment by controlling the situation and minimizing the effects of the disaster. The City conducts <br />immediate response operations by effective deployment of local government resources. <br />Response operations include: <br />• Information collection and situation analysis <br />• Resource allocation and control <br />• Dissemination of accurate, timely emergency information and warnings to the public <br />• Evacuation and rescue operations <br />• Medical care operations <br />• Care and shelter operations <br />• Access and perimeter control <br />• Public health operations <br />• Restoration of vital services and utilities <br />When local resources are overwhelmed and additional support is required, requests for mutual aid will be <br />initiated through the San Mateo Operational Area.
