EOC who can request mutual aid directly through the San Mateo Operational Area EOC to the regional <br />mutual aid coordinators <br />Depending on the severity of the emergency, the City EOC may be activated. The San Mateo Operational <br />Area may then activate the Operational Area EOC depending on the scope and severity of the situation. <br />The Operational Area may also request a gubernatorial proclamation of a State of Emergency. Should a <br />State of Emergency be proclaimed, State agencies will, to the extent possible, respond to requests for <br />assistance. The California Governor's Office of Emergency Services (Cal OES) will then activate a Regional <br />Emergency Operations Center (REOC) and the State Operations Center (SOC) in Sacramento to support <br />state agencies and other entities in the affected areas and manage and coordinate the State's emergency <br />response operations. The Cal OES Coastal REOC in Walnut Creek, 1340 Treat Blvd, Suite 270, Walnut Creek, <br />CA 94597, will support the San Mateo Operational Area. <br />If the Governor requests and receives a Presidential Declaration of an Emergency or a Major Disaster under <br />Public Law 93-288, he will appoint a State Coordinating Officer (SCO). The SCO and an appointed Federal <br />Coordinating Officer (FCO) will coordinate and manage state and federal recovery efforts in supporting <br />local operations in accordance with the National Response Framework and other directives. <br />In addition to continuing life safety and property protection, operations, life sustainment operations such <br />as mass care, relocation, registration of displaced persons, and damage assessment operations will be <br />initiated during sustained emergencies. <br />Recovery operations involve restoring essential services, community rebuilding, and reconstitution of <br />infrastructure. City recovery activities include developing an organization that can effectively access and <br />implement Federal and State recovery programs that provide financial and technical assistance after <br />disasters. Additional information on recovery operations is contained in Appendix H. <br />The National Disaster Recovery Framework (Federal Emergency Management Agency [FEMA] 2016) <br />defines eight guiding principle to maximize the opportunity for achieving recovery success.
