— Identifying and analyzing potential hazards and recommending appropriate counter- <br />measures <br />— Collecting, evaluating and disseminating damage assessment and other essential <br />information <br />Activation of the Operational Area during a State of Emergency or a Local Emergency is required <br />by SEMS regulations under the following conditions: <br />— A local government within the Operational Area has activated its EOC and requested <br />activation of the Operational Area EOC to support their emergency operations. <br />— Two or more cities within the Operational Area have proclaimed a local emergency. <br />— The county and one or more cities have proclaimed a local emergency. <br />— A city, city and county, or county has requested a Governor's proclamation of a State of <br />Emergency, as defined in the Government Code Section 8558(b). <br />— A State of Emergency is proclaimed by the Governor for the county or two or more cities <br />within the operational area. <br />— The Operational Area is requesting resources from outside its boundaries. This does not <br />include resources used in normal day-to-day operations that are obtained through existing <br />mutual aid agreements. <br />— The Operational Area has received resource requests from outside its boundaries. This <br />does not include resources used in normal day-to-day operations which are obtained <br />through existing mutual aid agreements. <br />• Regional Level and Regional Emergency Operations Center (REOC) — The Regional level is <br />administered by the State and manages and coordinates information and resources among <br />Operational Areas, and within or between one or more mutual aid regions established by Cal OES. <br />The Regional level coordinates overall State agency support for emergency response activities <br />within the Region. California is divided into three Cal OES administrative regions — Inland, Coastal, <br />and Southern; six fire and rescue mutual aid regions; and seven law enforcement mutual aid <br />regions. The Regional level operates the REOC and serves as the coordination and communication <br />link between the Operational Area and the State level. <br />There are 16 counties and 151 incorporated cities within the Coastal Administration Region, <br />Region II. The total population of all cities and counties in the Coastal Region is approximately <br />8,090,000.
