• State Level and State Operations Center (SOC) — The State level of SEMS prioritizes tasks and <br />coordinates State resources in response to the requests from the Regional level and coordinates <br />mutual aid among the Regions. The State level also serves as the coordination and communication <br />link between the State and the Federal emergency response system. The State level requests <br />assistance from other State governments through the Emergency Management Assistance <br />Compact (EMAC) and similar interstate compacts/agreements, and coordinates with FEMA. The <br />Cal OES SOC is located at 3650 Schriever Avenue, Mather, California. <br />3.4 INCIDENT COMMAND SYSTEM (ICS) <br />NIMS and SEMS require emergency response agencies to use ICS for multi -agency, multi -jurisdictional <br />incidents. ICS is a standardized, on -scene, all -hazards incident management approach that: <br />• Allows for the integration of facilities, equipment, personnel, procedures, and communications <br />operating within a common organizational structure <br />• Enables a coordinated response among various jurisdictions and functional agencies, both public <br />and private <br />• Establishes common processes for planning and managing resources <br />ICS is used by all levels of government—federal, state, tribal, and local—as well as by many <br />nongovernmental organizations and the private sector. ICS is also applicable across disciplines. It is <br />structured to facilitate activities in five major functional areas: Command, Operations, <br />Planning/Intelligence, Logistics, and Finance. All of the functional areas may or may not be used depending <br />on the needs of the incident. The City Fire and Police Departments utilize the ICS during day-to-day <br />responses and multi -agency response incidents. <br />SEMS regulations require local governments to provide for the five ICS functions as the basis for structuring <br />the organization: <br />• Management - Responsible for overall emergency policy and coordination through the joint efforts <br />of governmental agencies and private organizations <br />• Operations - Responsible for coordinating all operations in support of the emergency response <br />through implementation of the Incident or EOC Action Plan <br />• Planning/Intelligence - Responsible for collecting, evaluating, and disseminating information to <br />promote situational awareness, developing the Action Plan and After -Action Report (AAR) and <br />maintaining documentation <br />• Logistics - Responsible for providing facilities, services, personnel, equipment, and materials in <br />support of the incident <br />• Finance - Responsible for financial activities and other administrative aspects <br />NM <br />
