and resources during emergencies and disasters. The basic concept provides that during an incident where <br />mutual aid is needed, adjacent or neighboring law enforcement agencies within an operational area will <br />assist each other. All City requests for additional resources will be initiated by the Incident Commander <br />who will request assistance through the San Mateo Operational Area at the Operational Area EOC. <br />The City Fire Department is part of the California Fire and Rescue Mutual Aid System and operates under <br />the California Fire Service and Rescue Emergency Mutual Aid Plan. <br />The Redwood City Police Department is part of the California Law Enforcement Mutual Aid System, <br />established in 1961, and operates in accordance with the California Law Enforcement Mutual Aid Plan. <br />The City is a member of the California Water/Wastewater Agency Response Network (CaIWARN). The <br />mission of the CalWARN is to support and promote statewide emergency preparedness, disaster response, <br />and mutual assistance processes for public and private water, and wastewater utilities. CalWARN expands <br />member abilities to achieve agency, regional and State preparedness by providing tools and proven <br />practices to enhance readiness. <br />3.6 EMERGENCY MANAGEMENT ASSISTANCE COMPACT (EMAC) <br />California is a signatory to the interstate EMAC; an organization ratified by the US Congress that provides <br />form, structure, and procedures for rendering emergency assistance between states. Once the Governor <br />has declared a State of Emergency, Cal OES will assess the resource needs for the incident. California can <br />then request resources through the EMAC network for assistance provided by other states. The use of <br />EMAC resolves two of the key issues regarding mutual aid, liability, and reimbursement so that a disaster - <br />impacted state can request and receive assistance from other member states quickly and efficiently. <br />Personnel deployed under EMAC submit documentation to their resource providers (home agency) who <br />in turn submits a reimbursement package to their home state. The home state submits a reimbursement <br />to the requesting state who reimburses the assisting state. The requesting state covers the tort liability <br />and the responding state covers the workers' compensation liability. <br />3.7 REDWOOD CITY EMERGENCY ORGANIZATION <br />The City organizes and implements emergency operations at the field and local government levels of the <br />SEMS. The City's EOC and DOCS function to coordinate field level activities. City staff designated by the <br />EOC Director may serve as agency representative to the Operational Area level when requested. Agency <br />representatives, if assigned, report to the Liaison Officer. <br />3.7.1 FIELD LEVEL INCIDENT COMMAND SYSTEM <br />The concepts, principles and organizational structure of the ICS are used to manage all field operations. <br />The size, complexity, hazard environment, and objectives of the situation will determine the ICS structure <br />and the level of support that will be required by field activities. All incidents will be managed by developing <br />operational objectives to be achieved that are clearly communicated to field and EOC staff through use of <br />the action planning process. <br />31 <br />
