Backup communications systems for CALWAS alerts include: <br />• CESFRS - California Emergency Services Fire Radio System <br />• CESRS - California Emergency Services Radio System <br />• CLEMARS - California Law Enforcement Mutual Aid Radio System <br />• CLERS - California Law Enforcement Radio System <br />• CLETS - California Law Enforcement Telecommunications System <br />NAWAS is an integral part of the tsunami alerting system. Reports of major earthquakes occurring at any <br />point in the Pacific Basin, which may generate seismic sea waves, are transmitted to the Honolulu <br />Observatory for evaluation. The Observatory staff determines action to be taken and relays it over the <br />NAWAS circuits to inform the West Coast states. The State NAWAS circuit is used to relay the information <br />to local Warning Points in coastal counties. This information is also transmitted to local jurisdictions over <br />appropriate radio systems, teletype and telephone circuits to ensure maximum dissemination. <br />3.10.7 CALIFORNIA PUBLIC SAFETY MICROWAVE NETWORK (CAPSNET) <br />For more than 50 years, the State's radio systems have relied on the State-owned and operated California <br />Public Safety Microwave Network (CAPSNET) to provide critical communications links allowing law <br />enforcement, fire and critical infrastructure support personnel to remain in constant contact with their <br />dispatch centers, backups and chains of command during routine operations and during times of crisis and <br />disaster. In the event of a major disaster, it is likely to be the only State communications network still <br />operating as it is the only way to get emergency radio traffic from many remote mountaintop transmitter <br />sites to distant dispatch centers. It is a vital backup link throughout the State for all critical emergency <br />messages due to potential overloading and failure of commercially provided carrier networks. <br />3.10.8 OPERATIONAL AREA SATELLITE INFORMATION SYSTEM (OASIS) <br />The Operational Area Satellite Information System (OASIS) is a system that consists of a communications <br />satellite, multiple remote sites, and a hub that allows virtually uninterruptable communication between <br />State, regional, and operational area level EOCs. The system, which uses technology similar to cellular <br />telephones, has 60 channels. When a user picks up the line, the system automatically searches for the best <br />available channel and is capable of conducting six simultaneous voice conversations and one data channel <br />at a rate of 9600 baud. <br />3.10.9 EMERGENCY DIGITAL INFORMATION SYSTEM (EDIS) <br />The Emergency Digital Information Service (EDIS) is a Statewide alerting system that allows authorized <br />emergency managers to transmit detailed information to news media outlets to include streamed audio <br />and pictures. The system integrates seamlessly into various communication systems throughout the State. <br />EDIS is maintained by Cal OES and provides this service without charge to local, State and Federal agencies <br />serving in California. <br />WN <br />
