• Operational Area or other warning center messaging that City residents are in danger of <br />being impacted by an emergency <br />• NWS warnings of severe weather conditions that are predicted to cause significant damage <br />to infrastructure or potentially injure residents <br />• Disruption of critical infrastructure that threatens the life or health of City residents, or <br />severely disrupt normal City services <br />• Credible terrorist threat against City infrastructure or population <br />• County Department of Public Health warning of a harmful disease outbreak <br />• Any event that is judged by the Director to warrant a Respond Level activation <br />Deactivation <br />The EOC will operate until a determination is made by the EOC Director to return to normal operations. <br />EOC operations may be downgraded from a full or partial activation to a reduced level. When the EOC is <br />deactivated or the activation level is downgraded, all internal and external contacts informed of the initial <br />activation will be notified. Appropriate contact phone number(s) will be provided to external partners <br />upon deactivation to ensure continuity of access, as additional support or informational needs may arise. <br />For incidents that require recovery operations, the EOC may transition to a recovery operations center <br />which is likely to operate during normal business hours. Additional information on recovery operations is <br />contained in Appendix G. <br />Disaster Service Workers <br />According to Section 3100 of the California Government Code, all public employees are hereby declared <br />to be disaster service workers (DSWs), subject to such disaster service activities as may be assigned to <br />them by their superiors or by law. In the event of a local emergency, under Chapter 10 of the City <br />Municipal Code, the Director of Emergency Services may require the emergency services of any City officer <br />or employee and may requisition necessary personnel or materials of any City department or agency. <br />During a disaster, City employees may be unable to report to work due to injury, imminent danger to <br />themselves or family, road closures, collapsed bridges, or other structural damage. The City expects DSWs <br />to make every reasonable effort to report as requested without jeopardizing themselves or their families. <br />Although all City staff are DSWs, it is not advised that City employees report to another jurisdiction to <br />work during a disaster. Memoranda of understanding/agreements have not yet been developed that <br />would allow for City employees to receive compensation for working at other cities or local governments <br />unless assigned as mutual aid. <br />Emergency Reporting Procedures <br />If a disaster occurs during the regular work day, all staff should contact their immediate supervisor for <br />instructions or return to the office and await further instructions. It is the responsibility of each City <br />department to develop specific procedures for notifying employees when they are to report for work <br />following a disaster according to the guidelines contained in this plan. Before an emergency occurs, <br />employees should be informed of when and where they should report for duty following a disaster. <br />I • <br />
