Employees reporting for duty from outside the City should be aware that routes through and access to <br />disaster areas may be closed and be prepared to show proper identification and explain the purpose for <br />gaining entry to the area upon request by any law enforcement official. <br />Employees with assignments in the EOC should report to the EOC or alternate ECIC, whichever is activated. <br />Employees recalled for duty following a disaster should report immediately to their normal department <br />or alternate location as designated for emergency instructions. <br />If telephones are not operating, employees should listen to the radio for emergency information to <br />determine the extent of damage. If reports indicate extensive damage within the City, employees should <br />attempt to report to work. Generally, during these situations, an employee will be contacted by a <br />supervisor or an assigned member of their department who will provide emergency instructions. The City <br />will attempt to establish a recorded message line, if phones are functioning. <br />Emergency Work Provisions <br />The City may provide accommodations for staff required to report to the EOC following a disaster. Meals <br />may be provided on a limited basis, and sleep areas may be designated for employees that need to rest. <br />Special provisions required by emergency workers should be requested through supervisors in the EOC. <br />Employees should bring their City identification card when reporting to the EOC to obtain meals, lodging <br />or gain access to designated facilities or operations. <br />4.2.4 EOC ORGANIZATION <br />City and other personnel who operate the ECIC are known collectively as the EOC team, which includes <br />staff with either the technical ability or decision-making authority to support life safety response activity, <br />protect property and restore essential City services after an incident. Staffing is a function of the scope <br />and scale of the emergency and requirements for effective response; therefore, not all identified EOC <br />positions will necessarily be staffed in the event of activation. City personnel, who are not designated as <br />members of the EOC Team, may be directed to move to other facilities or workstations, or may be advised <br />to remain at, or return, home pending further instructions.
