5. Plan Development, Distribution, and Maintenance <br />Per Section 10.8 of the Redwood City Code, The City Disaster Advisory Plan shall be prepared under the <br />supervision of the Director of Emergency Services. Said plan shall provide for the effective mobilization <br />of all of the resources of the City, both public and private, to meet any condition constituting a local <br />emergency, State of Emergency or State of War Emergency and shall provide for the organization, <br />powers and duties, services and staff of the Emergency Organization. Such plan takes effect upon <br />adoption thereof by resolution of the Council. <br />The City EOP, which serves as its City Disaster Advisory Plan, was written with input from City <br />departments having an official emergency responsibility in the City. The EOP was submitted to the Cal <br />OES for review and then presented to the City Council for review. Upon concurrence by the City Council, <br />the plan was officially adopted through resolution. <br />5.1 PLAN UPDATES <br />The City's EOP will be reviewed and revised by the Director of Emergency Services annually. The Director <br />of Emergency Services for the City of Redwood City is the City Manager. They are assisted in their <br />responsibilities by the Emergency Operations Manager. The Emergency Operations Manager for the City <br />of Redwood City is the Chief of the Fire Department (Fire Chief). The Fire Chief will coordinate the <br />compilation of information and update the EOP to reflect any applicable changes that are made. <br />Individual departments are responsible to update and revise their departmental procedures regularly and <br />submit those updates to the Fire Chief, who will incorporate the updates into the EOP. These updates <br />should include new information (e.g., update of phone numbers and revisions of relevant standard <br />operational procedures or positions). All changes to the EOP will be documented in the record of revisions <br />table. Changes to the EOP will be distributed to the City departments shown on the Plan Distribution list. <br />Major revisions to the EOP will be submitted to the City Manager for approval or recommendation for <br />review by City Council. <br />Evaluating the effectiveness of the EOP involves capturing information from training events, exercises, and <br />real-world incidents to determine whether the goals, incident objectives, decisions, and timing outlined <br />led to a successful response. This process may indicate that deficiencies exist. City staff should discuss the <br />deficiencies and consider assigning responsibility for generating remedies. Remedial actions may involve <br />revising planning assumptions and operational concepts, changing organizational tasks, or modifying <br />organizational implementing instructions such as checklists or templates. Remedial actions may also <br />involve providing refresher training for EOC personnel. <br />67 <br />
