<br />EXHIBIT "A" <br /> <br />SCOPE OF SERVICES <br /> <br />Fats, Oils and Grease (FOG) <br /> <br />Overview <br /> <br />Fats, Oils and Grease (FOG) is discharged to the sewer can accumulate along pipe walls <br />coating pipes until wastewater flow through lines is restricted by scaling and sedimentation <br />buildup, causing SSOs and blockages. These occurrences may result in property damage, <br />environmental problems in nearby surface waters, and public health hazards. There has been <br />an increased emphasis on preventing SSOs recently, in part because of the pending USEPA <br />regulations for sanitary sewers, but also because new collection system requirements are being <br />issued by state and local regulatory authorities. As a result, source control and pretreatment <br />programs have had to reevaluate or establish FOG Control Programs. <br /> <br />This project scope is intended to assist the City of Redwood City Public Works Services <br />Department in the development of a program to successfully control FOG discharges. The <br />effort will identify and characterize the sources of the FOG and determine how these contribute <br />and impact the collection system's overall operations. <br /> <br />The work will meet the requirements of the State Water Resources Control Board Order <br />Number 2006-003 and follow the "Guide for Developing and Implementing a FOG Control <br />Program" issued by the State of California as a guidance docum ent. <br /> <br />To be successful in this effort, the following tasks will be completed: <br /> <br />Task 1 - Establishing Program Administration - CDM believes that the first task in developing <br />the FOG program is to define the City's organizational structure and the responsible <br />agencies/departments to successfully implement the program. This task will create <br />the basis to build the FOG program. <br /> <br />Task 2 - Understanding the Regulatory Requirements - this task will involve developing a <br />matrix of the regulatory requirements and identifying the current practices at the City. <br />During this task, any current deficiency in meeting the requirements will be identified <br />and the necessary actions to correct any program shortcoming. <br /> <br />Task 3 - Characterization of FOG Sources - this task will require working with the City's <br />Public Works Supervisor respo nsible for the sanitary sewer system, to identify and <br />determine the causes of FOG blockages, the location of sanitary sewer system <br />sections subject to FOG blockages. This task will also review the current cleaning <br />schedule of the collection system that is prone to FOG blockages. <br /> <br />Task 4 - FOG Control Program - this task will describe the program in regulating facilities <br />(e.g., permits, incentives, or education). This effort will define the relationship <br />between the City and SBSA in enforcing compliance with the program, and the City's <br />legal authority in the implementation of the program.
