7.16 Bilingual Premium Pay <br />An employee who has passed the City's proficiency test and uses bilingual skills <br />in job duties arising in the normal course of work shall receive bilingual premium <br />pay as follows: <br />First Responder — Two and one-half percent (2.5%) of base pay for employees <br />who are routinely and consistently assigned to communicate in a language other <br />than English during the normal course of work. Skills must be demonstrated by <br />the ability to perform conversational speaking and basic commands and <br />terminology related to emergency response. <br />Advanced — Five Percent (5%) of base pay for employees who are routinely and <br />consistently assigned to communicate in a language other than English during <br />the normal course of work. Skills must be demonstrated by the ability to translate <br />and communicate beyond conversational speaking and/or basic writing. Workers <br />who receive the five percent (5%) advanced bilingual differential are required, <br />when called upon, to utilize their skills citywide. <br />Eligibility for the first responder or advanced bilingual premium pay shall be <br />determined by the Personnel Officer on the basis of an oral proficiency test or <br />an oral and written proficiency test respectively. To retain the two and one-half <br />percent (2.5%) or five percent (5%) differential, employees will be required to <br />pass the City's proficiency test once every three (3) years. <br />Bilingual skills shall not be a condition of employment except for employees who <br />are hired specifically with that requirement. If an employee is hired under this <br />provision, that requirement shall be included in the initial appointment letter. <br />The City has the right to discontinue the bilingual premium pay at any time based <br />on changes to the business needs, provided that the City gives the exclusive <br />representative ten (10) days' notice prior to such revocation, in order to allow <br />the opportunity for the parties to meet and confer. <br />7.17 Retiree Health Savings (RHS) Plan <br />The City shall continue to provide a retirement Health Savings (RHS) plan under <br />IRS Code 213 for members to set aside pre-tax money for payment of post - <br />employment qualified medical expenses that will be incurred after separation of <br />service. The plan will cover retiree, spouse or dependent reimbursements for <br />eligible medical and dental out-of-pocket expenses such as premiums, <br />prescription drugs, doctor co -pays and eyeglasses. The plan may be funded by <br />accrued vacation leave, compensatory time, sick leave payout (or a portion of it) <br />and/or payroll deductions. Contributions to the plan must be uniform across <br />bargaining unit members and may be changed only as mandated by the City. <br />Effective as soon as administratively feasible, the City will set up RHS accounts <br />with an initial, uniform employee contribution. <br />WA <br />
