1. To participate in City committees or task forces. <br />2. To formally meet and confer or consult with management representatives on matters within the <br />scope of representation. With respect to negotiations for a successor MOU, eight (8) Union <br />representatives, plus the Chapter Chair, shall be the maximum number of employees who will <br />be allowed concurrent time off without loss of compensation. <br />3. To be present at hearings where matters within the scope of representation are being <br />considered; <br />4. To testify or appear as the designated representative of the Union in settlement conferences, <br />hearings, or other proceedings before PERB, in matters relating to an unfair practice charge; <br />5. To assist in the processing of grievances and disciplinary matters involving unit members or to <br />represent unit members in grievance hearings; <br />6. Communication between the City and the Union regarding, among other things, policies, <br />procedures, training, and unit members' concerns; and <br />7. Where the City and Union mutually agree release time will be provided. <br />6.1.3 The designated representative is required to request permission at least two (2) working days in <br />advance from his/her immediate supervisor to be absent from his/her work hours/shift to perform an <br />activity or duty covered by this section, and representatives shall advise their supervisors in advance <br />prior to leaving their work assignments to attend meetings. In the case of disciplinary meetings or <br />investigatory meetings that may result in discipline, the designated representative is required to <br />obtain permission in advance of the meeting as soon as practically possible. In exceptional <br />circumstances, the notice requirement may be waived. The use of official time under this section <br />shall be reasonable and shall not interfere with the performance of City services as determined by <br />the City. Subject to operational needs and scheduling factors, permission shall not be unreasonably <br />withheld. <br />6.1.4 Unit members shall not be compensated when the performance of City/Union business occurs <br />outside of their normal work hours/shifts. In addition, paid release time is not authorized to be used <br />for political activity, any type of activity that is precluded by law or City policy as a conflict of interest, <br />conducting membership drives, or soliciting membership from other City employees or applicants. <br />6.1.5 Paid release time will be coded as such on an employee's time card. <br />6.2 Stewards <br />6.2.1 The City recognizes the right of the Union to designate a job Steward to handle such Union business <br />as may from time to time be delegated by the Union. A job Steward has no authority to take any <br />action which interrupts the City's operations, or any action in violation of the law. The names of the <br />Stewards so designated shall be forwarded in writing to the City's Personnel Officer and the City's <br />Personnel Officer shall be advised in writing of any changes of Stewards thereafter. <br />6.2.2 The City will recognize a Steward selected by the Union as its representative in settling grievances <br />with the City Management. It is understood and agreed that handling of any grievance will not <br />unreasonably interfere with the duties of the Steward as an employee. Accordingly, a Steward who <br />
