3. Are approved in advance of enrollment by the Personnel Officer and the employee's Department <br />Head; and <br />4. The employee successfully completes such course submitted for reimbursement with a grade <br />of "C" or better. <br />Up to fifty percent (50%) of the total allowance ($750) may be used for job-related professional <br />development workshops, seminars, trade school courses or educational courses taken at an <br />independent school or college, not taken as part of a degree program. Such courses must be <br />approved in advance of enrollment by the Personnel Officer and the employee's Department Head. <br />The employee must provide proof of successful completion in order to receive the reimbursement. <br />21.1.3 The Personnel Officer may establish standards and criteria and enact such rules, regulations, <br />procedures and policies as are necessary or appropriate to implement the provisions of this Article. <br />21.2 Training <br />The Personnel Officer is responsible for developing training programs in order to improve the efficiency and <br />broaden the knowledge of employees in the performance of their duties. Successful completion of special <br />training shall be considered in making advancements and promotions. The Union may appoint a member to <br />meet with the Personnel Officer to plan, evaluate and recommend training programs. <br />21.3 Licenses and Certificates <br />Employees who are required by State or Federal agencies to be licensed or certificated shall be reimbursed <br />for the fees for such license or certificate, excluding licenses required by the Department of Motor Vehicles. <br />ARTICLE 22 - HEALTH PLANS <br />22.1 Health and Cafeteria Plans <br />22.1.1 The City agrees to contract with the California Public Employee's Retirement System (CaIPERS) for <br />participation under the Public Employees Medical and Hospital Care Act (Government Code Section <br />22750, et, seq.), for the purpose of providing medical insurance benefits for workers, and workers <br />who have retired from employment with the City and constitute "annuitants" as defined by PEMHCA. <br />Upon the request of the City, the parties will re -open Article 22.1 to meet and confer on modifying <br />22.1 to provide a different group health plan. In the event the City exercises this option to re -open, <br />the provisions of Article 29, No Strike, will not be in effect during the period of such re -opener <br />discussions. <br />22.1.2 The City's maximum, monthly contribution for each eligible, active worker and retired annuitant for <br />the purchase of medical insurance will be equal to the minimum monthly employer contribution <br />required under PEMHCA ($136.00 per month for 2019). The City's contribution shall be adjusted <br />annually consistent with the PERS calculations to reflect any change to the medical care component <br />of the Consumer Price Index. <br />22.1.3 In the event there are any costs not charged to the City due to delays by PERS and/or other <br />administrative agencies in calculating or reporting these costs, said costs shall be carried over and <br />charged as administrative costs to the following plan year and deducted from the aforementioned <br />monthly dollar caps accordingly. <br />41 <br />
