22.1.4 Cafeteria Plan: <br />The City shall maintain in accordance with Section 125 of the IRS Code a Cafeteria Plan, for the <br />purpose of providing workers with access to various health and welfare benefits. Benefits available <br />through the Cafeteria Plan include, but are not limited to: <br />1. Group Health Plan Medical Insurance <br />2. Flexible Spending Account for Dependent Care <br />3. Flexible Spending Account for Medical Expenses <br />22.1.5 City Contribution: <br />Effective January 1, 2012, for each active, full-time worker enrolled in a City -provided medical plan, <br />the City will provide a on a monthly basis, for the purpose of providing minimum essential coverage <br />to employees and dependents, a Cafeteria Plan Allowance of: <br />1. a maximum of ninety-five percent (95%) of actual cost of coverage, up to a maximum of <br />ninety-five percent (95%) of CalPERS Bay Area Kaiser family rate, minus any costs incurred <br />by the City to maintain the Health Benefits Plans under Government Code Section 22750, <br />et. seq. (see 22.1.2), plus <br />2. A maximum of ninety-five percent (95%) of actual cost of coverage for dental and vision <br />coverage. <br />22.1.6 For Library workers covered by this MOU, this amount shall be prorated for permanent part-time <br />workers working nineteen (19) or more hours per week. <br />For all other workers covered by this MOU, this amount shall be prorated for each permanent part- <br />time worker working twenty (20) or more hours per week. <br />22.1.7 Either party may reopen Section 22.1 at any time during the term of the MOU to address the impact <br />of health care legislation changes. Except by mutual agreement, the reopener shall not cover the <br />cost share arrangement for the cost of health insurance. <br />22.2 Retiree Health <br />For employees who have ten (10) years of service with Redwood City and retire within one hundred twenty <br />(120) days of separation from City employment under the retirement plan provided by Redwood City, the <br />maximum City contribution toward health plan coverage on behalf of the retiree only (no dependents) shall <br />be: <br />22.2.1 Retiree Health Tier 1: For retirees hired by the City before February 1, 2019, the City's contribution <br />shall be the amount of the premium for single party coverage in the plan selected by the retiree, not <br />to exceed the amount of the CaIPERS Bay Area Kaiser Premium for family coverage. The City will <br />pay the PEMHCA minimum employer contribution to CalPERS and reimburse the retiree for the <br />remaining difference in premium amount. <br />For Retiree Health Tier 1 retirees hired by the City before February 1, 2019 who reside in other higher <br />priced regions, the City's contribution shall not exceed the amount of the premium for single party <br />coverage in the plan selected by the retiree, not to exceed the amount of the CaIPERS Bay Area <br />Kaiser Premium for family coverage based on the Bay Area Regional pricing schedule.
