6.E. - Page 2 of 16 <br />Roadway PS&E documents were submitted in June 2018 and structures PS&E documents were submitted <br />in January 2019. AECOM has since received comments on these documents and is working to resolve and <br />incorporate comments into the next major project submittal, called 95% Complete PS&E. <br />These completed efforts identified additional services that are required to complete the project design, <br />including: <br />• Utility Identification, Investigation and Location <br />• Design of Sanitary Sewer and Water Relocations for facilities owned by the City, Fair Oaks Sewer <br />Maintenance District (managed by the County of San Mateo), and Silicon Valley Clean Water. <br />AECOM and City and County staff agreed that incorporation of these critical facilities into the <br />design, and ultimately the construction contract, would improve the design product and <br />construction outcome, and reduce construction risk compared to the case in the Agreement <br />Scope of Work that would have these utility relocations designed and built separately from the <br />project contract. <br />• Incorporate Cement Deep Soil Mix (CDSM) Design into the construction documents to control and <br />minimize soil settlement due to the major structures necessary for the project. <br />• Design of Custom Structures Aesthetics to address the City's desire to enhance public -facing <br />structures and walls with context -sensitive aesthetic design features, which in turn enhances this <br />important gateway to the City. <br />• Right of Way Support to address and resolve Caltrans boundary, monumentation and title issues, <br />and develop parcel mapping for additional parcels determined to be necessary for the project <br />improvements. <br />• Field Surveys to establish storm drain grades, locate additional found utility features, and define <br />changed field conditions. <br />The City Manager approved Amendment No. 1 in April 2019, which covered the Utility Identification, <br />Investigation and Location work. Staff is presently processing Amendment No. 2, for approval by the City <br />Manager, to address the Design of Sanitary Sewer and Water Relocations and Incorporate Cement Deep <br />Soil Mix (CDSM) Design. This amendment is expected to be executed in in mid-July 2019. Amendments <br />No. 1 and 2 exhausted the funding approved by the Council with the original Agreement. <br />Therefore, the remaining additional services require City Council authorization. Amendment No. 3 covers <br />Design of Custom Structures Aesthetics, Right of Way Support, and Field Surveys and an allowance for <br />potential additional services (if needed) that may authorized by the City Manager in the future. <br />ANALYSIS <br />AECOM notified staff about potential additional services when respective issues were found during the <br />course of the work. AECOM and staff worked together to establish the need and justification for additional <br />services and reasonable cost and time estimates. Authorization for these additional services is needed for <br />AECOM to resume design efforts. The revised milestone schedule includes a one-year extension to <br />complete the amended scope of work. <br />The scope of work, fee, and time extension is detailed in Amendment No. 3, provided in Attachment A. <br />2 <br />110 <br />
