6.G. - Page 2 of 24 <br />The demand for GIS services continues to grow and the City's GIS team continues exploring opportunities <br />for a more effective and cost efficient utilization of GIS technology throughout the City. <br />ANALYSIS <br />The ELA contains three agreements: a License Agreement, a Small Government Enterprise License <br />Agreement County and Municipality (SGEA), and a Training Agreement. This amendment seeks to amend <br />only the License Agreement and the SGEA. The License Agreement governs the general use of any of ESRI's <br />products. The amendment incorporates changes ESRI has made to their template License Agreement. The <br />SGEA describes the list of products available to the City and how many users are allowed. The amendment <br />to the SGEA provides an updated list of products ESRI will make available to the City. <br />The current ELA is set to expire July 28, 2019. If the City amends the ELA, it would continue to have access <br />to unlimited server and desktop software licenses, up to 250 ArcGIS Online licenses, and various other <br />software applications and extensions, which may be unavailable to staff if the contract expires. The <br />amendment would enable staff to continue to provide GIS capabilities in many operational and technical <br />areas at a relatively low additional cost. <br />The amendments to the License Agreement and the SGEA will be in effect for three years, which will <br />require three annual payments of $55,500, including an additional $500 for the ArcGIS Business Analyst <br />Web App Online Term License, for a total not exceed amount of $167,000 over the term of the amended <br />contract. Staff decided to forgo an amendment for additional training. The contingency allows for <br />flexibility to consider purchasing other products or services over the life of the agreement. <br />FISCAL IMPACT <br />Funding for this agreement is not included in the Fiscal Year 2019-20 Community Development <br />Department budget for the GIS program. A budget appropriation for the first year of this contract in the <br />amount of $55,500 is required and will be included in the mid -year budget amendments for FY 2019-20. <br />Staff will submit a budget request for ongoing funding for GIS software and services moving forward for <br />FY 2020-21 and beyond.
