6.J. - Page 1 of 10 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: July 22, 2019 <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />SUBJECT Agreement between the City of Redwood City and Downtown Streets Team, Inc. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to sign an Agreement between the City of Redwood <br />City and Downtown Streets Team, Inc. to create a two-year pilot program that provides volunteer work <br />experience for people experiencing homelessness while contributing to beautification and clean-up <br />projects for the City. <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />In January 2019, the San Mateo County One Day Homeless Count and Survey found that Redwood City <br />had the highest number of unsheltered homeless individuals in the county at 221. Chronically homeless <br />individuals are among the most challenging populations to serve with existing programs and resources. <br />In March 2019, the City Council directed staff to develop and return to City Council with specific proposals <br />for the implementation of a two-year Downtown Streets Team pilot program, and a two-year Housing <br />Locator Assister Pilot program. Staff had identified the Downtown Streets Team model as a promising <br />program that provides homeless individuals the opportunity to develop job skills through volunteering on <br />teams working to clean up and beautify the downtown and other areas within Redwood City. The <br />Downtown Streets Team model has successfully assisted chronically homeless individuals to transition <br />into long-term employment and housing in other communities. <br />On June 24, 2019, the City Council approved a Letter of Intent to launch a two-year pilot program in <br />Redwood City beginning in September 2019, with an initial payment of 20 percent of the cost of the first <br />year of the agreement to be dispersed upon execution of an agreement between Redwood City and <br />Downtown Streets Team, Inc. <br />Downtown Streets Team, Inc. has received the Letter of Intent and has begun the preliminary planning to <br />provide services, launch the program with staff, and begin recruiting individuals experiencing <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />177 <br />
