It is expected that Downtown Streets Volunteer <br />Team Members will be in the community providing clean up services in October 2019. <br />ANALYSIS <br />With the execution of the agreement, Downtown Streets Team, Inc. will hire staff, identify office space <br />within Redwood City, identify a meeting space within Redwood City, purchase tools and equipment, and <br />begin recruiting local Downtown Streets Volunteer Team Members. <br />The pilot program will cost $378,664 per year to operate. Staff recommends a two-year contract with <br />Downtown Streets Team to give the program adequate time to develop and give City staff adequate time <br />to determine its effectiveness in helping the City's homeless population. <br />FISCAL IMPACT <br />The current projected budget for the pilot program is $378,664 per year, for a total of $757,328 over two <br />years. The total two-year contract cost for this pilot program and the Housing Locator Assister Pilot <br />program exceeds the $750,000 of one-time funding approved by City Council in FY 2018-19. Sufficient <br />funding is budgeted to cover the first year of this contract, and City staff will seek additional funding to <br />cover the second year of this program through the City's ongoing fundraising efforts with community and <br />regional partners, or through a budget appropriation request in FY 2020-21. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The City Council could decline to approve the Agreement between the City of Redwood City and <br />Downtown Streets Team, Inc. or request modification of the Agreement, or could decline to proceed with <br />implementation of the two-year pilot program. <br />ATTACHMENTS <br />Attachment A: Contract Agreement between the City of Redwood City and Downtown Streets Team <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />178 <br />
