K. - Page 1 of 4 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: July 22, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Levy of Benefit Assessments for Fiscal Year 2019-20 Redwood Shores Landscape Maintenance District <br />1995-1 <br />RECOMMENDATION <br />Adopt a resolution to order the Levy of Benefit Assessments for Fiscal Year 2019-20 for the Redwood <br />Shores Landscape Maintenance District No. 1995-1 in the amount of $269,946. <br />STRATEGIC INITIATIVE <br />Community Building and Communication <br />BACKGROUND <br />The Redwood Shores Landscape Maintenance District No. 1995-1 was established in December 1995. The <br />Lido Neighborhood Specific Plan, approved by the City Council, recommended that a maintenance district <br />be established to maintain public areas and facilities benefiting the Lido Neighborhood. Creation of the <br />District, which is comprised of the developments known as The Cove at California Bayside, California <br />Seacrest and the Lido Neighborhood, establishes a means for financing annual landscape maintenance <br />costs of public facilities specifically benefiting the parcels within the District. The City's Parks, Recreation, <br />and Community Services Department is responsible for landscape maintenance for the District, including <br />irrigation, trees, shrubs, perennials, annuals, and other elements. <br />ANALYSIS <br />The District is annually assessed to allow taxes to be levied and collected by the San Mateo County Tax <br />Controller and Collector's Office. The enabling document for the District established a District budget <br />with a built-in inflation adjuster based on the greater of the City's annual percentage increase in labor <br />costs for landscape maintenance in Redwood Shores, or 2 percent, but in any event not to exceed 3.5 <br />percent in any fiscal year. <br />In FY 2019-20, the City's labor costs increased more than 3.5 percent, but the assessments are capped at <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />187 <br />
