6.M. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: July 22, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Levy of Benefit Assessments for Fiscal Year 2019/2020 for the Seaport Centre Maintenance District <br />RECOMMENDATION <br />Adopt a resolution to order the Levy and Collection of Benefit Assessments for FY 2019-20 for the Seaport <br />Centre Maintenance District in the amount of $187,000. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />The Seaport Centre Maintenance District (District) was formed to pay for the maintenance of facilities <br />that were determined to require a level of service greater than regularly required. The District was <br />established in 1987 to pay for the maintenance of stormwater pump stations, levee systems, and utilities <br />in easements that benefit the parcels within the District. <br />On June 8, 2015, Council accepted the City Manager's and Engineer's Reports (Reports) that describes <br />the annual maintenance work, costs, and budget of the District. The reports also established the formula <br />by which the annual special benefits assessments will be calculated against each assessed parcel for an <br />aggregate amount not to exceed $187,000 annually. <br />On August 24, 2015, property owners of the District unanimously approved the Reports, the levy, and <br />distribution of the annual special benefit assessment of $187,000 for the parcels within the District. On <br />the same date, the Council adopted a resolution approving the proposed assessments and authorized the <br />County to levy and collect the assessments. It was approved that the assessment would be levied <br />annually, without additional mail ballot proceedings, so long as maintenance expenses are incurred. The <br />rate of the assessment may not be increased above the rate shown on the ballot without an additional <br />mail ballot proceeding.
