6.M. - Page 2 of 5 <br />ANALYSIS <br />The District is annually assessed to allow taxes to be levied and collected by the San Mateo County <br />(County) Controller and Tax Collector's Office with the secured property tax roll each year. Only special <br />benefits are assessed, and any general benefits have been separated from the special benefits as shown <br />in the Reports for the District. The District's budget, annual assessment, and formula for tax distributions <br />were confirmed by the City Council on August 24, 2015, after conducting a public hearing and ballot of <br />the affected property owners. <br />The proposed annual assessment for FY 2019-20 of $187,000 is not a change from the previous annual <br />assessments and approved Reports. As shown in the Reports, the annual maintenance budget is balanced, <br />with expected expenditures not exceeding assessments. The benefit assessment has been held constant <br />since FY 2005-06. <br />A draft resolution authorizing the levying and collection of assessments is attached, along with a map of <br />the District. A copy of the Reports, which includes the annual budget and assessments, is available for <br />review in the City Clerk's Office. <br />FISCAL IMPACT <br />Funds for the District are accounted in the Seaport Centre Maintenance Fund. Revenues and expenditures <br />are separate from the City's General Fund with no fiscal impact anticipated to the City's General Fund. <br />The District's Fiscal Year 2019-20 budgeted assessment is proposed to be $187,000. <br />ENVIRONMENTAL REVIEW <br />The City of Redwood City has determined that this action is categorically exempt from the California <br />Environmental Quality Act (CEQA) under California Code of Regulations, Title 14, Section 15301 because <br />the assessments, if approved, will fund the repair and maintenance of existing utilities. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The Council may choose not to levy the assessments.
