6.0. - Page 2 of 4
The City of Mountain View Public Library implemented a pilot project this spring in which robots are
collecting library materials that customers want to return one day per week. The proposed project in
Redwood City includes seven -day -per -week delivery service, in addition to returns pickup; staff believes
this will be the first public library use of robots to deliver materials to customers.
ANALYSIS
In order to achieve the goals set forth in the Library Service Priorities, Library staff developed a grant
application for federal Library Services and Technology Act (LSTA) grant funds administered by the
California State Library. The maximum grant available through California's LSTA competitive grant
program is $100,000. After a four-month competitive process including a letter of intent, telephone
interviews, and a formal grant application, the Library received notification of an award in the amount of
$99,760 on June 13, 2019.
The total project cost will be $252,781, including $100,000 in in-kind contributions from Starship
Technologies, Inc., which will be providing the delivery robots and the necessary technology to deploy
them. The Library will contribute $53,021 in in-kind costs, primarily for staff time. The grant funds include
$90,000 for Starship Technologies, Inc., and $9,760 for Library staff time.
Staff recommends acceptance of the grant in order to implement the program for the benefit of Redwood
City residents.
FISCAL IMPACT
If the $99,760 grant award is accepted, a budget adjustment will be made to accommodate the grant by
increasing revenue in the General Fund by $99,760 and increasing expenditures in the Library budget by
the corresponding amount of $99,760.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting
ALTERNATIVES
The City Council may choose not to accept the grant award from the California State Library, and instead
direct staff not to implement the Library robot delivery service.
ATTACHMENTS
Attachment A: Resolution
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
207
