6.0. - Page 2 of 4 <br />The City of Mountain View Public Library implemented a pilot project this spring in which robots are <br />collecting library materials that customers want to return one day per week. The proposed project in <br />Redwood City includes seven -day -per -week delivery service, in addition to returns pickup; staff believes <br />this will be the first public library use of robots to deliver materials to customers. <br />ANALYSIS <br />In order to achieve the goals set forth in the Library Service Priorities, Library staff developed a grant <br />application for federal Library Services and Technology Act (LSTA) grant funds administered by the <br />California State Library. The maximum grant available through California's LSTA competitive grant <br />program is $100,000. After a four-month competitive process including a letter of intent, telephone <br />interviews, and a formal grant application, the Library received notification of an award in the amount of <br />$99,760 on June 13, 2019. <br />The total project cost will be $252,781, including $100,000 in in-kind contributions from Starship <br />Technologies, Inc., which will be providing the delivery robots and the necessary technology to deploy <br />them. The Library will contribute $53,021 in in-kind costs, primarily for staff time. The grant funds include <br />$90,000 for Starship Technologies, Inc., and $9,760 for Library staff time. <br />Staff recommends acceptance of the grant in order to implement the program for the benefit of Redwood <br />City residents. <br />FISCAL IMPACT <br />If the $99,760 grant award is accepted, a budget adjustment will be made to accommodate the grant by <br />increasing revenue in the General Fund by $99,760 and increasing expenditures in the Library budget by <br />the corresponding amount of $99,760. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The City Council may choose not to accept the grant award from the California State Library, and instead <br />direct staff not to implement the Library robot delivery service. <br />ATTACHMENTS <br />Attachment A: Resolution <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />207 <br />
