6.P. - Page 3 of 13 <br />Council has reviewed, understands, and agrees to the General Provisions contained in the contract shown <br />in the Grant Administration Guide. The State Department of Parks and Recreation provides a sample <br />contract in its Grant Administration Guide, the "Competitive Grant Program Contract," which is attached <br />for review (Attachment B). Additionally, the Authorizing Resolution contains a reference to Public <br />Resources Code §80001(b)(8 A -G), which requires that public agencies receiving funds from this 2018 <br />Bond Act shall consider a range of actions promoting diversity and inclusion as identified in the <br />"Presidential Memorandum—Promoting Diversity and Inclusion in Our National Parks, National Forests, <br />and Other Public Lands and Waters," dated January 12, 2017. <br />Grant applications are due on August 5, 2019. <br />FISCAL IMPACT <br />Proposition 68's Statewide Park Development and Community Revitalization Program grant has a <br />maximum award amount of $8.0 million per project proposal. Staff will be submitting a grant request of <br />$3.0 million for the Roselli Garden/Library Lot A park conversion project. To date, $2.8 million of Park <br />Impact Fees have been designated to the "Downtown Park Planning/Construction" project. <br />Should the resolution be approved and the grant awarded, a midyear budget amendment will be <br />requested for the expected grant revenue and to appropriate those funds. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The City Council may choose not to approve the Resolution to submit the Proposition 68 State Grant <br />funding application. <br />ATTACHMENTS <br />Attachment A: Proposition 68 Grant Program Authorizing Resolution <br />Attachment B: Competitive Grant Program Contract sample <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />212 <br />
