E1 Camino Real <br />San Mateo, CA 94402 <br />Re: AB 516, The Daily Journal "Redwood City to Oppose New Vehicle Tow <br />Ban," Zachary Clark (ZC) p.11 (Yes on AB 516) <br />State Senator and Assemblyman: <br />This letter is going to be delivered in a speech to the Redwood City <br />Council on June 24, 2019, at approximately 7:30 p.m. <br />There is a war going on. This war is not in Afghanistan or Traq, it is <br />right here in California. With the collapse of the middle class, it <br />is between the lower class and the real estate owners who have had <br />their property protected by the local governments. With over twenty <br />percent of the people in the state in poverty, in a lower class, the <br />conflict is just beginning. Here, AB 516 cannot reward anyone, when it <br />destroys the lower class vehicle owner. <br />The letter in this conflict is based on my own experience. T was towed <br />in San Mateo County, and will relate this issue to the ZC journal <br />piece, which is enclosed, and the Redwood City council. Tn the past 2 <br />',� years, three towns along E1 Camino Real towed four cars of mine. <br />These towns assaulted three San Francisco taxis and my Toyota -with <br />citations -on a daily basis. On some days, T got three citations just <br />on one vehicle. The citations started at $43 and would explode to over <br />$125. Tt did not make a difference, on some days, whether the vehicle <br />was in a one hour, two, or four hour zone. The police or secret meter <br />maids were after me, so T got a citation anyway. With my declining <br />income, the citations were shocking, and unpayable. The Redwood City <br />Council should be aware of this destructive action. <br />Tn 2016, 2017, and 2018, in the US, auto producers sold 45 million <br />vehicles. Millions of them were sold in California. With exploding <br />housing prices and rentals on the West Coast, cities like Redwood City <br />went into overdrive writing citations. Tn the Great Recession with <br />hundreds of thousands of people living in their vehicles, cities along <br />the Peninsula started pushing an increased base of citations. A third <br />or more of the 100,000 Uber and Lyft drivers, who live in their cars, <br />get a big chunk of them. Their increased traffic caused municipalities <br />like Redwood City to issue more citations as road taxes. The increased <br />number of citations were issued to drivers that spent lots of time on <br />the road. This group part of the 75% of the population that does not <br />own real estate. The Redwood City Council is a real estate fortress. <br />1IPage <br />
