6.B. - Page 15 of 28 <br />Appendix 2 - South Main Mixed Use Project 1304 EI Camino Real Archaeological and Historical <br />Resources Inventory and Evaluation Report and Historical Resources Impacts Analysis <br />Consultant was recently awarded the Initial Study and Environmental Impact Report for the South Main <br />Mixed -Use Development Project (1601 EI Camino Real) (Project) in 2018. In early 2019, the Project was <br />expanded to include the development of a non-contiguous site located at 1304 EI Camino Real. The new <br />site would be developed with 38 affordable housing units (and a managers unit) and 12 parking spaces. The <br />new site is located approximately 1,000 feet from the 1601 EI Camino Real Project site. <br />The City of Redwood City Planning and Housing Division requested that the Consultant prepare an <br />augmented scope of work to provide analysis of the existing historic -age building (constructed in 1956) at <br />1304 EI Camino Real to determine if the building is an historical resource for the purposes of the California <br />Environmental Quality Act (CEQA). <br />Consultant will prepare a Historical Resource Inventory and Evaluation and Historical Resources Impacts <br />Analysis Technical Report (technical report) for this effort. Work includes fieldwork, research, development <br />of historical context of the building at 1304 EI Camino Real; evaluation of the historic -age property for <br />eligibility for California Register of Historical Resources (CRHR) and/or City of Redwood City historic <br />designation criteria (Redwood City Municipal Code Chapter 40 — Historic Preservation, Sec 40.6); and a <br />historical resources impacts assessment to 1304 EI Camino Real (if it is found to be an historical resources). <br />The scope of work will also include an analysis of potential indirect effects of the Project on the nearby 1322 <br />EI Camino Real, which was evaluated in 2010 and found eligible as a Redwood City historic resource. <br />Task 1— Project Management <br />The project management task includes time for budget tracking, coordination with the City, scheduling, senior <br />review of documents, and delivery of products outlined in this scope of work. <br />Task 2 — Desktop Site Specific Research <br />Consultant's architectural historian, who meets the Secretary of the Interior's Professional Qualifications <br />Standards for work in Architectural History and History, will undertake desktop -level site-specific research of <br />1304 EI Camino Real to develop a historical context in which to evaluate the building against state and local <br />historic register evaluation criteria as potential historical resource for CEQA. Research will include review of <br />materials available online including, but not limited to: <br />• Historic newspapers, journals, and other publications; <br />• Historic aerial photographs and maps; <br />• Sources available through the California State Library; <br />• Local repository digital collections; <br />• City of Redwood City databases with built environment information; and <br />• other City documents as provided. <br />Task 3 —Fieldwork and Local Research <br />Consultant's cultural resources staff will conduct a one day site visit to the Project site to record 1304 EI <br />Camino with detailed photographs and notes of the property. Consultant will also take existing conditions <br />photographs of 1322 EI Camino Real. Access to the property's interior is not required. During the one day <br />site visit, cultural resources staff will undertake local research to develop the local historical contexts. This <br />will support the evaluation of the property against state and local historic register evaluation criteria. Local <br />research will include review of various materials in the Karl A. Vollmayer Local History Room at the Redwood <br />City Downtown Library including historic photographs, maps, aerials, directories, and other relevant sources <br />of information. The fieldwork will be conducted consistent with a project -specific health and safety plan <br />prepared by Consultant prior to the survey.
