6.B. - Page 20 of 28
Task 2: Microsimulation Model Development
Consultant will develop a VISSIM microsimulation model that incorporates all modes of travel, including
automobiles, trains, buses, bicycles, and pedestrians. This task includes AM and PM peak hours VISSIM
simulation models for the triangle study area with cumulative movement volumes (Task 1), existing lane
geometries, intersection spacing, and signal timing to develop the "No Project" analysis network.
Consultant will produce network -wide evaluation metrics, including AM and PM peak hour travel time
estimate along EI Camino Real and Main Street, network -wide delay, conflicting points for bicycles and
pedestrians, person throughput, and delay by travel mode.
Task 3: Alternatives Testing
The multi -modal simulation model will study the following roadway modifications and will adjust the
cumulative forecasts to reflect proposed modifications, as appropriate:
• Signal at Main Street/Redwood Avenue and EI Camino Real (full access)
• Up to two geometry modifications at the Woodside Road / Main Street intersection
• Realign Cedar Street to line with Roosevelt Avenue
• Realign Beech Street to line with Lincoln Avenue
• Closure of Lathrop Street between Chestnut Street and EI Camino Real
• Closure of Lathrop Street between Cedar Street and EI Camino Real
• Closure of one of the railroad crossings at Maple Street, Main Street, or Chestnut Street
Consultant will combine these modifications to develop three different alternative models, as described
below:
1) No Build Alternative includes the cumulative forecasts with the existing roadway geometry
2) Build 1 Alternative includes the following roadway modifications:
a. Signal at Main Street/Redwood Avenue and EI Camino Real,
b. Realign Cedar Street with Roosevelt Avenue,
c. Realign Beech Street with Lincoln Avenue,
d. Signal at Main Street/ Westbound Woodside Road,
e. Closure of Lathrop Street between Cedar Street and EI Camino Real, and
f. Closure of Maple Street at the railroad crossing
3) Build 2 Alternative will be further refined once the results of the Build 1 Alternative are shared
with the City. The City will select which group of improvements to be analyzed as part of the Build
2 Alternative.
Consultant will analyze the closing at least one of the railroad crossings between the South Main Street
project (study area) and the downtown in order to reduce the number of at grade railroad crossings.
Currently, the Build 1 Alternative includes the closure of the Maple Street crossing and will qualitatively
discuss the closures of the two other crossings at Main Street and Chestnut Street.
ATTY/AGR/2019/AMENDMENTS/AMEND NO.1- AECOM
REV: 06-17-19 PR
41
