6.C. - Page 1 of 6 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: July 22, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Dedication of Public Service Easement to facilitate construction of Silicon Valley Clean Water Gravity <br />Pipeline through the City owned Parcel on Radio Road <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Public Service Easement. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />On April 13, 2017, the Silicon Valley Clean Water (SVCW) Commission certified and approved the <br />Environmental Impact Report (EIR) for the construction of an 11 -foot inside -diameter gravity pipeline. The <br />pipeline will connect existing infrastructure from the Belmont pump station and Bair Island to the <br />treatment plant on Radio Road at the northeast corner of Redwood Shores. The project includes <br />additional improvements including a receiving lift station, headworks facility, odor control facility, flow <br />diversion structure, nutrient removal facilities, clarifiers, treatment planters and a pump station. <br />The project recently completed construction of the access shaft for tunneling operations on the vacant <br />property near the north 101 onramp at Redwood Shores Parkway. Currently, monitoring instrumentation <br />is being installed along the alignment of the gravity pipeline to ensure there is little to no settlement that <br />occurs during the tunneling operations. The tunneling is expected to start towards the end of 2019 and <br />will continue through the middle of 2021. <br />ANALYSIS <br />The alignment of the gravity pipeline is primarily located within Redwood Shores Parkway.
