6.C. - Page 1 of 6
/<ik
Redwood
CitylCallifornia
Faunded 1867
A,&/
DATE: July 22, 2019
SUBJECT
STAFF REPORT
To the Honorable Mayor and City Council
From the City Manager
Dedication of Public Service Easement to facilitate construction of Silicon Valley Clean Water Gravity
Pipeline through the City owned Parcel on Radio Road
RECOMMENDATION
By motion, approve and authorize the City Manager to execute the Public Service Easement.
STRATEGIC INITIATIVE
Government Operations
BACKGROUND
On April 13, 2017, the Silicon Valley Clean Water (SVCW) Commission certified and approved the
Environmental Impact Report (EIR) for the construction of an 11 -foot inside -diameter gravity pipeline. The
pipeline will connect existing infrastructure from the Belmont pump station and Bair Island to the
treatment plant on Radio Road at the northeast corner of Redwood Shores. The project includes
additional improvements including a receiving lift station, headworks facility, odor control facility, flow
diversion structure, nutrient removal facilities, clarifiers, treatment planters and a pump station.
The project recently completed construction of the access shaft for tunneling operations on the vacant
property near the north 101 onramp at Redwood Shores Parkway. Currently, monitoring instrumentation
is being installed along the alignment of the gravity pipeline to ensure there is little to no settlement that
occurs during the tunneling operations. The tunneling is expected to start towards the end of 2019 and
will continue through the middle of 2021.
ANALYSIS
The alignment of the gravity pipeline is primarily located within Redwood Shores Parkway. As the pipeline
approaches the treatment plant at the northeast corner of Redwood Shores, the alignment crosses under
several private properties including several residents of Redwood City, as well as City owned parcels.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
50
