6.D. - Page 2 of 53 <br />On May 22, 2017, the City Council denied an appeal and approved the proposed affordable residential <br />condominium building at 612 Jefferson Avenue. <br />ANALYSIS <br />The developer's engineer completed the final map, improvement plans, and specifications compliant with <br />the Subdivision Map Act, Redwood City Ordinances, City Standards, and to the satisfaction of the City <br />Engineer. The final map creates 20 condominium units. The project site is 5,015 square foot with 50 -feet <br />of frontage on Jefferson Avenue. Improvements for this project includes new water services, a new fire <br />hydrant, new sanitary sewer lateral, new storm drainage improvements, sidewalk modifications and a <br />pedestrian light. <br />FISCAL IMPACT <br />In February 2015, the City provided to Habitat for Humanity Greater San Francisco $114,895 in financial <br />assistance in the form of federal Community Development Block Grant (CDBG) funds. In October 2015, <br />additional CDBG funding of $276,493 was provided, for a total of $391,388. In FY 2019-20, there will be <br />no fiscal impact to the City as a result of this action. <br />ENVIRONMENTAL REVIEW <br />On May 22, 2017, the City Council found by resolution that the Initial Study Checklist prepared for the <br />project demonstrated that the project was consistent with the Downtown Precise Plan (DTPP) Program <br />EIR, and that the mitigation measures and Statement of Overriding Considerations associated with <br />certification of the DTPP Program EIR addressed the environmental effects of the project. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />Council may choose not to approve the final map and associated agreements for the project. <br />ATTACHMENTS <br />Attachment A: Project Location Map <br />Attachment B: Final Map No. FM 2019-003 <br />Attachment C: Improvement Agreement <br />Attachment D: Landscape Maintenance Agreement <br />Attachment E: Affordability Agreement and Affordability Covenant Amendments <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />57 <br />
