The Facilities <br /> Fee is described in detail in the Development Agreement. <br /> <br /> (f) The Project will participate in and contribute financially to transportation <br /> systems management plans to minimize the amount of traffic generated within <br /> Redwood Shores. The Project developer or its tenants will provide a shuttle <br /> service to transport employees to and from the nearest CalTrain station. Subject <br /> to City approval, this requirement may be replaced by participation in the existing <br /> shuttle service that serves other commercial properties in Redwood Shores. The <br /> Project will also participate in the County Transportation Management Program. <br /> These requirements are stated in, and will be enfomed through, the Development <br /> Agreement and Planned Development Permit. <br /> <br /> (g) The Project applicant, Electronic Arts ("EA"), encourages flex time, and the <br /> nature of the software business results in a work force that does not necessarily <br /> conform to a typical 9 to 5 commute pattern. Informal surveys conducted by <br /> Electronic Arts employees, as presented to the Planning Commission, confirmed that <br /> significant numbers of employees commute during non-peak hours. An EA Human <br /> Resources department employee also testified to this effect before the City Council on <br /> July 1, 1996, stating that EA officially provides flexible hours to employees and EA <br /> employees use this policy to arrive at work between 7:00 a.m. and 10:00 p.m.. <br /> Software artists and developers, as well as some administrative staff, are encouraged to <br /> connect to EA computers from their homes, further reducing automobile trips. EA also <br /> intends to ask its vendors not to visit the campus during peak commute hours, <br /> <br /> (h) In testimony before the Planning Commission, EA's vice president of <br /> operations stated that EA encourages public transportation by providing <br /> guaranteed rides home for employees who work late and cannot take public transit <br /> after hours. EA further encourages bicycle commuting by providing lockers and <br /> shower facilities. EA intends to encourage employees to move into Redwood <br /> City by subsidizing housing opportunities for employees; by establishing <br /> information kiosks around the campus and a page on the internal web site that will <br /> advertise Redwood City housing opportunities; and by having Human Resources <br /> staff provide newly-hired employees with information on housing opportunities <br /> in Redwood City. All of these measures will reduce traffic impacts from the <br /> Project by ensuring that as many employees as possible can bike or walk to work. <br /> <br /> (i) The addition of Project traffic does not affect the service level of <br /> southbound Highway 101, but does change the service level in the northbound <br /> direction.
