Study, up to 24% less in the morning peak hour and between 14% to 32% less in <br /> the afternoon peak hour. It also concludes that Project traffic will contribute to <br /> the following cumulative impacts: <br /> <br /> (1) Intersection impact at Redwood Shores Parkway/Twin Dolphin <br /> Drive (morning and afternoon peak hours); <br /> <br /> (2) Intersection impact at Redwood Shores Parkway/Bridge Parkway <br /> (morning peak hour); and <br /> <br /> (3) Change from LOS D to LOS E in the afternoon peak hour at the <br /> westbound to southbound loop off-ramp at the Highway 101/Redwood <br /> Shores Parkway interchange. <br /> <br /> (c) The Project Traffic Study further identifies mitigation measures that will reduce <br /> all of these impacts. Impact (1) can be mitigated by widening Redwood Shores <br /> Parkway to accommodate three through lanes in each direction through the intersection. <br /> Impact (2) can be mitigated by the reconfiguration of southbound Bridge Parkway to <br /> accommodate two right turn lanes and a shared through-left lane, and through the <br /> addition ora second eastbound left mm lane on Redwood Shores Parkway. Impact (3) <br /> can be mitigated through modifications to the interchange, including conversion from a <br /> full to partial cloverleaf design and construction of the Measure A-funded auxiliary <br /> lanes. All of these mitigation measures were previously identified by the Crain Report <br /> as needed improvements. <br /> <br /> (d) The Project is only one of many sources that will contribute to the <br /> identified traffic impacts. Because these impacts are cumulative, the Project is not <br /> responsible for the total cost of mitigation. Rather, it is responsible for <br /> contributing to cumulative mitigation measures. Therefore, the applicant shall be <br /> required to participate in a Traffic Assessment District for the Redwood Shores <br /> area in order to pay for its fair share of the identified improvements. The <br /> applicant also is required to pay a Facilities Fee, which will contribute to <br /> improvements made by the General Improvement District. These mitigation <br /> measure will be enforced through the Planned Development Permit and through <br /> the Development Agreement. The Development Agreement further provides that <br /> the City may require Flatirons to dedicate or offer for dedication the right-of-way <br /> necessary to provide left and right mm lanes into the Project from Redwood <br /> Shores Parkway, as well as one through lane <br /> <br /> (e) The Project applicant will also undertake additional measures to improve <br /> traffic circulation and reduce congestion.
