3.3 WIND <br /> <br />3.3.1 Potential Effect.: Development of the Project could affect wind patterns. <br /> <br /> Findings: The GID hereby makes Finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) The master plan for the Project site, prepared by the experienced <br /> architectural firm of Skidmore, Owings and Merrill, avoids wind tunnels and other <br /> adverse wind impacts by the careful siting of buildings. Furthermore, to the extent <br /> that any wind effects resulted from the Project plan, these effects would be self- <br /> contained on the Project site and would not affect off-site property owners. <br /> Therefore, wind effects will not be significant. <br /> <br /> (b) Although the Redwood Peninsula EIR identifies this impact as significant, it <br /> also acknowledges that the significance of the impact will depend upon the design <br /> of each project. The features incorporated into the Project, as identified above, <br /> will mitigate this impact to below a level of significance. <br /> <br />3.4 HYDROLOGY <br /> <br />3.4.1 Potential Effect: Development of the Project could affect hydrologic patterns. <br /> <br /> Findings: The GID hereby makes Findings (1) and (2). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) The Redwood Peninsula EIR states that development of the entire <br /> Redwood Peninsula "is not expected to have significant impacts on hydrologic <br /> patterns. During storms, runoff would drain more rapidly from developed areas <br /> (structures and graded paving drain quickly) and would contribute higher peak <br /> discharges to the lagoon system. However, the total volume requiting drainage <br /> would be the same, developed or undeveloped. This is largely because the <br /> subsoils have little permeability now and cannot be expected to take up much <br /> runoff through infiltration." (Redwood Peninsula EIR. p. IV-11.) <br /> <br /> (b) The Project will be required to meet drainage and stormwater regulations of <br /> the Redwood City Engineering Division.
