3.5 NOISE <br /> <br />3.5.1 Potential Effect: The Project may increase noise levels associated with daily <br /> activities, and could place people in areas that tend to be noisy. <br /> <br /> Findings: The GID hereby makes Finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) The Project will not result in a significant increase in daily noise levels. As <br /> an office project, it will generate little noise from recreation, and noise from <br /> maintenance will largely be contained on-site. <br /> <br /> (b) Airport noise concerns are normally directed at residential land uses. Office <br /> and commercial uses are generally deemed compatible with all but the highest <br /> noise levels. <br /> <br /> (c) San Mateo County's Airport Land Use Plan ("CLUP") has established the 55 <br /> dB CNEL noise contour as the noise impact boundary for the San Carlos <br /> Airport, based on the operating and noise characteristics of the general aviation <br /> aircraft that operate at the Airport. According to the CLUP, the Project is <br /> located within the CNEL 55-60 dB noise contour for the Airport. Under the <br /> CLUP, business and professional uses are considered compatible with noise <br /> levels up to CNEL 70 dB. <br /> <br />3.5.2 Potential Effect: The buildings in the Project may reflect noise from aircraft flying in <br /> the area, thereby increasing noise levels in adjacent residential communities. <br /> <br /> Findings: The GID hereby makes Finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) The firm of Charles M. Salter Associates Inc. prepared an assessment of noise <br /> from San Carlos Airport general aviation flyovers reflecting from the Project <br /> eastward to adjacent residences. This acoustical consulting firm has over 20 <br /> years' experience in the Bay Area. The engineer in charge has 20 years' <br /> experience with aircraft noise and is a licensed pilot. <br /> <br /> (b) The noise assessment concludes that reflected noise energy will increase the <br /> noise exposure to the nearest residential structure by less than 1 dB, an <br /> indiscernible change. <br /> <br /> (c) Because there is no significant noise impact from the Project, no noise <br /> <br /> -16- <br />GIDEIRFD.DOC <br />7/'23/96 5:44 PM <br /> <br /> <br />
