mitigation measures are necessary. <br /> <br />3.6 SOCIO-ECONOMIC CONSIDERATIONS <br /> <br />3.6.1 Potential Effect: The Redwood Peninsula EIR states that development of the <br /> Redwood Peninsula as a whole will not necessarily result in community diversity, <br /> the satisfaction of housing needs, and relief from high district taxes, and that <br /> housing and employment relationships within the community will be weak. <br /> <br /> Findings: The GID hereby makes Finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) CEQA, the CEQA Guidelines and the courts have all determined that CEQA <br /> does not address social effects ora project without a physical change. (CEQA <br /> Guidelines, § 15358(b).) The issues discussed in the Redwood Peninsula EIR are <br /> not related to physical changes and are not considered significant impacts under <br /> CEQA. <br /> <br /> (b) The Project will provide employment in the City and will add to the tax base. <br /> Therefore, it will help the City to meet its goals relating to increasing the tax base <br /> and improving the housing to employment ratio. <br /> <br />3.7 PUBLIC SERVICES <br /> <br />3.7.1 Potential Effect: The Project will result in the increased use of city services and <br /> facilities. <br /> <br /> Findings: The GID hereby makes Finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) Pursuant to the Development Agreement, the Project applicant has agreed to <br /> pay the City $400,000 to use for purposes benefiting the Redwood Shores <br /> community. Half of this fund ($200,000) shall be expended for a permanent fire <br /> station in Redwood Shores, while the remaining $200,000 shall be used to fund a <br /> community center or for any other community purpose that the City determines to be <br /> appropriate. <br /> <br /> (b) Sufficient gas, electricity and telephone service capacity exists to meet the <br /> needs of the Project. The Development Agreement requires the Project applicant <br /> to pay a Facilities Fee (as defined in the Development Agreement) for the <br /> provision of storm drainage, sewage and other facilities needed for the Project.
