mitigation measures are necessary.

3.6 SOCIO-ECONOMIC CONSIDERATIONS

3.6.1 Potential Effect: The Redwood Peninsula EIR states that development of the
Redwood Peninsula as a whole will not necessarily result in community diversity,
the satisfaction of housing needs, and relief from high district taxes, and that
housing and employment relationships within the community will be weak.

Findings: The GID hereby makes Finding (1).

Facts in Support of Findings:

(a) CEQA, the CEQA Guidelines and the courts have all determined that CEQA
does not address social effects ora project without a physical change. (CEQA
Guidelines, § 15358(b).) The issues discussed in the Redwood Peninsula EIR are
not related to physical changes and are not considered significant impacts under
CEQA.

(b) The Project will provide employment in the City and will add to the tax base.
Therefore, it will help the City to meet its goals relating to increasing the tax base
and improving the housing to employment ratio.

3.7 PUBLIC SERVICES

3.7.1 Potential Effect: The Project will result in the increased use of city services and
facilities.

Findings: The GID hereby makes Finding (1).

Facts in Support of Findings:

(a) Pursuant to the Development Agreement, the Project applicant has agreed to
pay the City $400,000 to use for purposes benefiting the Redwood Shores
community. Half of this fund ($200,000) shall be expended for a permanent fire
station in Redwood Shores, while the remaining $200,000 shall be used to fund a
community center or for any other community purpose that the City determines to be
appropriate.

(b) Sufficient gas, electricity and telephone service capacity exists to meet the
needs of the Project. The Development Agreement requires the Project applicant
to pay a Facilities Fee (as defined in the Development Agreement) for the
provision of storm drainage, sewage and other facilities needed for the Project.
