described in the Development Agreement, Redwood Shores Properties and the
City have agreed to supply sewage treatment capacity for the Project, and the
City will provide water in sufficient quantities to serve the needs of the Project.

(c) City staff have consulted with the Redwood City Police Department with
respect to anticipated impacts on law enforcement resources. According to the
Police Department, the Project is expected to have minimal impact. No new
facilities or personnel will be required.

3.7.2 Potential Effect: Development of the Project could result in an increased number
of pupils in area schools.

Findings: The GIB hereby makes Findings (1) and (2).

Facts in Support of Findings:

(a) School fees will be paid directly to the Sequoia Union High School District,
which collects fees for itself and for the Belmont School Dislzict.

3.8 AESTHETIC CONSIDERATIONS

3.8.1 Potential Effect: The Project will result in the conversion of undeveloped open
space into an office park.

Findings: The GIB hereby makes Finding (1).

Facts in Support of Findings:

(a) The Project site currently consists ora flat, filled area, lacking in natural
vegetation or biota and surrounded by development.

(b) The Project will consist of a campus-like office park. It will include ample
landscaping and open space. A series of informal open spaces of different
characters and size will be linked by tree-lined pathways. Common area
walkways link the larger open spaces to each other, and also link the campus to
surrounding amenities. The walkways will be lined with alleys of trees to make a
pleasant, shaded pedestrian environment.

(c) Visual impacts on adjacent properties, especially adjacent residential uses, will
be minimized. As shown by the comparative shadow analysis contained in the
Master Plan, the Project would virtually eliminate the shadows that would be
created under the existing Development Agreement and zoning.

-18-
GIDEIRFD.DOC
7/23/96 5:44 PM
