(d) The applicant will be required to obtain an Architectural Permit from the <br /> City for landscaping and irrigation improvements. <br /> <br />3.8.2 Potential Effect: There will be visual impacts during construction, including the <br /> stockpiling of equipment and materials, the general look of disorder that <br /> accompanies construction and the dirt and dust that may blow off of disturbed <br /> <br /> areas. <br /> <br /> Findings: The GID hereby makes Finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) The applicant will be required to conduct final grading work in compliance <br /> with the regulations contained in the Redwood City Grading Ordinance. Dust <br /> containment measures shall be implemented during Project excavation, grading and <br /> construction activities. <br /> <br />3.8.3 Potential Effect: The Project could create shadows that significantly decrease the <br /> use and enjoyment of adjacent residential properties. <br /> <br /> Findings: The GID hereby makes Finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) A detailed shadow analysis was conducted for the Project. The shadow <br /> analysis examined shadows over an eight-month period, comparing them to the <br /> previously-approved master plan for the site. The shadow analysis also examined the <br /> longest and shortest days of the year. The shadow range for both days began at 11:00 <br /> a.m. and continued until one hour before sunset, which is comparable to the most <br /> restrictive sun shadow guidelines currently used in San Francisco. A sophisticated sun <br /> shadow computer database program was used. <br /> <br /> (b) These studies found that the Project would cast only slight shadows on some <br /> homes. It would cast a shadow on approximately eight buildings in the Heron Court <br /> Cooperative project, east of the site, and on four structures in the Hasting <br /> Condominium project, south of the site. The shadows would only occur in mid-late <br /> afternoons from October through February, for a maximum duration of about 20 <br /> minutes. Furthermore, many of the houses affected by shadows are already subject to <br /> shadows created by adjacent homes.
