Project would reduce the calendar duration of shadow impacts by two months. <br /> Shadows affecting residences would occur from mid-September to late March <br /> under the previous plan, but the Project effects would only occur from mid- <br /> October to late February. For the previously-approved master plan, the <br /> maximum shadow impact per day is 1.5 hours, but the maximum period for the <br /> Project is only 20 minutes. <br /> <br />3.8.4 Potential Effect: Lighting from the Project could disturb adjacent residences. <br /> Findings: The GID hereby makes Finding (1). <br /> Facts in Support of Findings: <br /> <br /> (a) The evening lighting effect on residences should be minimal because Project <br /> office buildings are located approximately two football fields away from <br /> residences. Outdoor lighting will be carefully shielded by landscaping and other <br /> buffers. <br /> <br /> (b) Parking garage lighting will not affect residences because the site plan locates <br /> parking garages away from residential areas. Ample landscaping will ensure that the <br /> residences across Shoreline Drive from parking garage PlA will not be disturbed by <br /> lighting from the parking garage. A landscaped buffer zone has been set aside for just <br /> this purpose on the residential side of Shoreline Drive. Trees and a berm will help to <br /> block views of Shoreline Drive and the parking garage. Additional landscaping and a <br /> berm on the other side of Shoreline Drive, next to the parking garage, will further block <br /> any visual impact of the parking garage. <br /> <br />3.9 BIOLOGY/ECOLOGY <br /> <br />3.9.1 Potential Effect: The Project will affect plant communities and their associated <br /> animals. <br /> <br /> Findings: The GID hereby makes Findings (1) and (3). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) The soils of the Project site consist of imported fill material. Native biotic <br /> habitats are absent from the site. Almost all plant species found on the site were <br /> non-native annuals, which is typical of disturbed environments. The site is of low <br /> value to wildlife. The surface precludes much digging and burrowing and the <br /> relatively sparse vegetation offers little cover. Due both to the lack of appropriate <br /> habitat and the highly-disturbed condition of the site, no special-status plant <br /> species are found on the site.
