FINDINGS, FACTS IN SUPPORT OF FINDINGS
AND STATEMENT OF OVERRIDING CONSIDERATIONS
REGARDING THE ENVIRONMENTAL IMPACT REPORT
FOR THE ELECTRONIC ARTS HEADQUARTERS MASTER PLAN

1.0 INTRODUCTION
1.1 Role of the Findings

These Findings and Facts in Support of Findings relate to the approval of a
Vesting Tentative Map, Planned Development Permit and Development Agreement for
the Electronic Arts Headquarters ("Project"). The Project is an office campus consisting
of multiple interrelated buildings, to be located in Redwood Shores. The City of
Redwood City ("City") is the Lead Agency for the Project pursuant to the California
Environmental Quality Act ("CEQA"). Redwood City General Improvement District
1-64 ("GID"), which is a party to the Development Agreement, is a Responsible Agency
under CEQA.

The Findings state the GID's conclusions regarding the significance of the Project's
potential environmental impacts after all feasible mitigation measures have been adopted.
The Findings are based on information in the Environmental Impact Report for the
General Plan Revision for Redwood Peninsula ("Redwood Peninsula EIR"), in the
Addendum prepared for the Project (the Redwood Peninsula EIR and the Addendum shall
be referred to collectively as the "Project EIR"), and on other information contained in the
administrative record for the Project.

The Facts in Support of Findings state the GID's reasons for making each finding.
They also set forth the evidence that supports the GID's conclusions. Like the Findings,
the Facts in Support of Findings are based on the administrative record for the Project,
including information contained in the Project EIR.

The Statement of Overriding Considerations states the specific overriding
economic, legal, social, technological, or other benefits of the Project that outweigh the
significant environmental effects of the Project (Pub. Res. Code, § 21081(b).)

1.2 State Law

The EIR identifies significant effects on the environment that may occur as a
result of the Project. The State Guidelines ("Guidelines") adopted pursuant to CEQA
provide as follows:

GIDEIRFD,DOC
7/23/965:44 PM
