(b) For a nonprecision GPS approach, however, the radius of the horizontal surface <br /> would be increased to 10,000 feet from its current radius of 5,000 feet. The Oracle <br /> buildings over 152' MSL would be considered obstructions to aerial navigation. The <br /> consultant concluded that existing slxuctures, in particular the Oracle complex, would <br /> have a greater effect on the feasibility of such an approach than would the Project. In <br /> any event, a nonprecision GPS approach probably is infeasible because of the <br /> proximity to San Francisco International Airport Class B airspace. <br /> <br />3.11 AIR QUALITY <br /> <br />2.2.1 Potential Effect: Construction of the Project will have shnrt-term effects on air <br /> quality because of the use of mechanized construction equipment and the <br /> generation of dust during construction. <br /> <br /> Findings: The GID hereby makes Finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) The Air Quality/Emissions study prepared by Fehr & Peers and dated <br /> July 9, 1996 concludes that emissions from construction activities, including <br /> particulate matter emissions from earth moving and emissions from construction <br /> equipment, would not be a significant impact if all of the specified control <br /> measures are implemented. The Planned Development Permit includes a condition <br /> requiring the applicant to implement these control measures. <br /> <br />4.0 FINDINGS REGARDING ALTERNATIVES <br /> <br />4.1 Introduction <br /> <br /> CEQA requires an EIR to consider a reasonable range of alternatives to a proposed <br />project or to the location of the proposed project. These alternatives must "feasibly <br />attain most of the basic objectives of the project" and must "avoid or substantially lessen <br />any of the significant effects of the project." (CEQA Guidelines, § 15126(d).) "Feasible" <br />means that the alternatives "are capable of being accomplished in a successful manner <br />within a reasonable period of time, taking into account economic, environmental, legal, <br />social and technological factors." (CEQA Guidelines, § 15364.) <br /> <br />4.2 Ob.ieefives of the Project <br /> The GID hereby finds that the objectives of the Project are as follows: <br /> <br /> 1.
