(c) As noted in testimony by Arthur J. Negrette, Presidem of the Flight Safety <br /> Institute and airport consultant, "in a perfect world, ail of the space to the north and to <br /> the south of the airport would be either paved surfaces or open space surfaces. So that <br /> if any airplane ever experienced problems, there would be unlimited options to where <br /> to land the aircraft, or at least there wouldn't be a congested area. Unfortunately, we <br /> don't live in such a world. And I would not see the location of this building as adding <br /> more stress to the departures and the arrivals of aircraft from San Carlos, given that <br /> there are other areas that aircraft can move through corridors." (6/19/96 Transcript, p. <br /> 372.) <br /> <br />3.10.18 Potential Effect: Project buildings over 100 feet tall pose a safety hazard to <br /> student pilots. <br /> <br /> Findings: The GID hereby makes finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) For all of the reasons discussed in the Airport Study and in the Findings and <br /> Facts in Support of Findings in Section 3.10, the Project does not create a safety <br /> hazard. If some unforeseen emergency arose, an experienced flight instructor would <br /> also be present with the student pilot and could take over the controls. Therefore, the <br /> Project does not represent a hazard to student pilots. <br /> <br /> (b) The existing Provident, Paragon and DHL buildings already constitute greater <br /> constraints to short approaches and flights under SVFR conditions than would the <br /> Project. Studem pilots also must recognize that they are flying over populated <br /> residentiai areas. While aviation in generai creates some risk to those on the ground and <br /> to those in airplanes, the Project would not significantly increase this risk. <br /> <br />3.10.19 Potential Effect: The Project would prevent the San Carlos Airport from <br /> adopting a Global Positioning system. <br /> <br /> Findings: The GIB hereby makes finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) The City asked its consultant, P&D Aviation, to evaluate the effect of the <br /> Project on a potential GPS approach to runway 12. The consultant stated that, <br /> although some of the FAR Part 77 surfaces would change for such an approach, the <br /> horizontal surface would remain at an elevation of 152 feet MSL.
