complaints about the meters and he thinks they are easier and more intuitive to
use. He stated that this past weekend a senior citizen suggested a program where
perhaps someone on a very fixed income could come in and apply for some sort of
reduced monthly pass. He does not know if the Subcommittee has looked into
issues like this yet but believe it is worthwhile to investigate. He will email further
information to the Mayor and City Manager about this citizen's suggestion.

F. Council Member Ira - stated his surprise that many people are still unaware of
where all the free parking is. He stated that when he went to last Friday night's
concert and parked for free in the County parking garage, his car was one of only
three cars, and he was only two blocks from the concert. He stated that we need to
do more and be more clear about getting the word out and letting people know
where the free parking is.

Mayor Pierce stated her knowledge that the Downtown Subcommittee has been
speaking with City Manager Everett and staff about the signage. She suggested
that in the future, sandwich board signs be used to indicate where the free parking
is.

G. Mayor Pierce - noted that City Manager Everett's retirement party was last
Thursday night, there was the Friday night concert, and that there was a festival
downtown this past weekend that people attended despite changes in the weather.

H. Council Member Howard - stated that there are two bills on the Governor's desk
waiting for his signature, sponsored by Senators Torlakson and Perata on SB 976
and SB 88 regarding prop 1 B funding as well as the reconstitution of the Water
Transit Authority. She explained the proposed legislation. She stated that these
bills will give the Water Transit Authority (WTA) more authority in taking on the
operation management of the Vallejo and Alameda ferries under a comprehensive
umbrella of water transit. She stated that South San Francisco is ready to start their
ferry terminal and ferry service in December 2008 and that they have written letters
on behalf of the WT A to the governor letting him know that when he changes the
WTA to Water Emergency Transit Authority, it will change the board members from
11 to 5, and that San Mateo and South counties would like representation on that
board, and that they would also like to have a citizens' advisory committee
maintained as there is one now as a sounding board as they plan the future of
water transit. It is very important that Redwood City, South San Francisco, and
Senators Torlakson, Perata, and Simitian, Assemblymen Mullin, Nunez, and Ruskin
that we would like to see representation on this new board for this county and we
have a strong voice.

Mayor Pierce agreed to work with Council Member Howard on the letters. She
stated that the Port has sent letters out as well and has been working with Bay Area
Council because they see the importance of ensuring that there is an emergency
lifeline in case any of the bridges go down in an emergency and to keep business
and transportation of emergency supplies coming in.

JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD MEETING
MEETINGS

SEPTEMBER 24, 2007
PAGE 8
