REV: 07-12-22 RL Consultant will work with the City to develop sustainable funding streams to offset City financial contributions in fiscal year 2020-2021 and beyond, while maintaining the same level of service in the City throughout. Consultant will meet at least once during each fiscal year of this Agreement with the Public Works Director and Homeless Services Manager for a performance review. Consultant will build up to a standing Team of at least 20 individuals and serve 60 individuals as team members in the contract year. Consultant's staffing will be comprised of three full-time individuals and four part-time individuals. A Project Manager will manage Consultant staff and Team Members, as well as all operations, fundraising efforts, facilitating the weekly Team meeting and be responsible for all community relations. The Project Manager will act as the direct contact for Redwood City and all project partners. A Case Manager and Employment Specialist will provide resources to Team Members, provide one-on-one case management sessions, provide employment services, advocate for Team Members and build partnerships with service providers, employer and landlord to place Team Members. Four part-time Drivers/Outreach Workers will provide services to address illegal dumping and encampment waste services with Team Members. Consultant will report on the following outcomes on a monthly basis: § Team size and individuals served § Team Members graduated into employment § Team Members moved into permanent housing § Debris removed in cubic feet, including needles removed (Police/Public Works will partner on training and removal) § Volunteer hours served § Team Member survey results collected annually reflecting self-esteem, motivation, and hope as well as positive outcomes re health, mental health, substance abuse treatment, criminal justice system interactions During the Term of the Contract, Consultant is committed to fulfilling the following objectives: # of unique Team Members served: 60 # of unique non-Team Members served: 40 # of barriers removed: 200 # of individuals seeking housing: 40 # of individuals housed: 10 % of housing-seeking individuals housed: 25% % of individuals actively working with Case Manager: 60% # of individuals seeking employment: 40 # of individuals employed: 20 % of employment-seeking individuals employed: 50% # of employed individuals who keep their job over 90 days: 10 % of employed individuals who keep their job over 90 days: 50% % of individuals actively working with Employment Specialist: 60% # of gallons of Trash Removed: 450,000 Response to Illegal Dumping Requests in My RWC within 72 hours Pro-active Illegal Dumping monitoring and clean-up 5 days per week Outreach re Encampment Waste Services at all homeless encampments at least 4 times a year ATTY/AGR.2022/Amend.
