public pedestrian walkways, recreational uses and public open spaces are
provided.

(12) Motor Vehicle Transportation Policy MV-2 states "Participate in
formulating and supporting the goals and policies of the Congestion
Management Plan for San Mateo County..." The Project will help to
achieve this goal by participating in the County Transportation
Management Program: a_q provided by the conditions of the Planned
Development perrmt.

(13) The City's Non-Motorized Transportation Objective is to "make walking
and biking a realistic and more widespread transportation alternative in
Redwood City by establishing a series of policies to create an urban
environment that will make walking and bicycling safe, efficient and
convenient." The Project will help to meet this objective because the
design of the Project will encourage pedestrian use and diminish the need
for automobile trips by establishing common area walkways. These
walkways link the larger open spaces to each other, as well as linking the
campus to surrotmding amenities. Walkways extend the existing Redwood
Shores pathway systems to all major crosswalks, to all new buildings, to
buildings outside the site boundaries, to the proposed shopping center, to
the Pacific Athletic Club, to public paths that lead to Redwood Shores
Lagoon, and to the Hotel Sofitel.

(14) One of the "Strategies" contained in the Housing Element is to "[p]romote
the continued expansion of the retail, commercial, and industrial sector of
the community to provide jobs and services to new residents who wish to
remain or locate in Redwood City." The Project is consistent with this
strategy because it will expand professional employment in the City.

(15) One of the City's Open Space Objectives is to "Ia]thieve and maintain a
harmon/ous relationship between the natural environment and man's use of
the land." The Project is consistent with this goal. Development of the
Project will not impair the natural environment. The soils of the Project
site consist of imported fill material. Native biotic habitats are absent from
the site. Almost all plant species found on the site were non-native
annuals, which is typical of disturbed environments. The site is of low
value to wildlife. The Project's landscape plan will ensure that shared
public pedestrian walkways, recreational uses and public open spaces are
provided.

(16) The City's Open Space Objective 3, and Open Space Policies 0-6 and O-
7, call for the creation ora network of trails and pathway, the linking

EAGPLNPI,DOC 4
5/30/96
