The Project's landscape plan will ensure that shared public pedestrian walkways, recreational uses and public open spaces are provided. (18) Conservation Policy C-7 states that the "visual qualities of the community should be preserved and improved." The Project will contribute to visual qualities through high-quality architecture and landscfipe design. The Project will consist ora campus-like office park. It will include ample landscaping and open space. A series of informal open spaces of different characters and size will be linked by tree-lined pathways. Common area walkways link the larger open spaces to each other, and also link the campus to surrounding amenities. The walkways will be lined with alleys oftrees to make a pleasant, shaded pedestrian environment. Visual impacts on adjacent properties, especially adjacent residential uses, will be minimized. As shown by the comparative shadow analysii contained in the Master Plan, the Project would virtually eliminate the shadows that would be created under the existing Development Agreement and zoning. (19) Conservation Policy C-9 states "Promote and encourage community cultural activities as a major focal point for the identity of Redwood City." Pursuant to the Development Agreement, the Project applicant has agreed to pay the City $400,000 to use for purposes benefitting the Redwood Shores community. Half of this fund ($200,000) shall be expended for a permanent fire station in Redwood Shores, while the remaining $200,000 shall be used to fund a community center or for any other community purpose that the City determines to be appropriate. (20) Noise Objective I states "Minimize the impact of noise on people through noise reduction and suppression techniques, and through appropriate land use policies." The Project is consistent with this objective, with Noise Policy N-5, and with the Noise Compatibility Interpretation set forth on page 11-4. The Project will not be a major source of noise and will not place people in excessively noisy areas. Airport noise concerns are normally directed at residential land uses.
