The Project will contribute to visual <br /> qualities through high-quality architecture and landscfipe design. The <br /> Project will consist ora campus-like office park. It will include ample <br /> landscaping and open space. A series of informal open spaces of different <br /> characters and size will be linked by tree-lined pathways. Common area <br /> walkways link the larger open spaces to each other, and also link the <br /> campus to surrounding amenities. The walkways will be lined with alleys <br /> oftrees to make a pleasant, shaded pedestrian environment. Visual <br /> impacts on adjacent properties, especially adjacent residential uses, will be <br /> minimized. As shown by the comparative shadow analysii contained in <br /> the Master Plan, the Project would virtually eliminate the shadows that <br /> would be created under the existing Development Agreement and zoning. <br /> <br /> (19) Conservation Policy C-9 states "Promote and encourage community <br /> cultural activities as a major focal point for the identity of Redwood City." <br /> Pursuant to the Development Agreement, the Project applicant has agreed <br /> to pay the City $400,000 to use for purposes benefitting the Redwood <br /> Shores community. Half of this fund ($200,000) shall be expended for a <br /> permanent fire station in Redwood Shores, while the remaining $200,000 <br /> shall be used to fund a community center or for any other community <br /> purpose that the City determines to be appropriate. <br /> <br /> (20) Noise Objective I states "Minimize the impact of noise on people through <br /> noise reduction and suppression techniques, and through appropriate land <br /> use policies." The Project is consistent with this objective, with Noise <br /> Policy N-5, and with the Noise Compatibility Interpretation set forth on <br /> page 11-4. The Project will not be a major source of noise and will not <br /> place people in excessively noisy areas. Airport noise concerns are <br /> normally directed at residential land uses. Office and commercial uses are <br /> generally deemed compatible with all but the highest noise levels.
