Task 3: Solicit Stakeholder Input <br />In addition to determining emergency backup power resource requirements, <br />Consultant will solicit stakeholder input on critical activities required to respond to a <br />long-term loss of power. Stakeholders should include City departments and key <br />partners that provide care and shelter, emergency transportation and volunteers. <br />Stakeholders must also include representatives of communities with disabilities <br />and other access and functional needs. Consultant will develop a survey to solicit <br />stakeholder input regarding plans and unmet needs for responding to a long-term loss <br />of power. <br />Task 3 Deliverables: <br />• A draft report identifying key stakeholders that need to be engaged in a long- <br />term loss of power, current plans and processes in place, and the gaps that are <br />identified. <br />• Completed comment matrix to provide the adjudication of stakeholder input in <br />electronic format <br />• After a one-week review period, a final report in electronic format <br />Task 4: Develop an Appendix Template and Initial Draft <br />Consultant will use the Department of Homeland Security's Power Outage Incident <br />Annex to the Response and Recovery, Federal Interagency Operational Plans, <br />Managing the Cascading Impacts from a Long -Term Power Outage (June 2017) to <br />develop a template for the appendix. The template will allow both Redwood City and <br />San Carlos to tailor their appendix to their specific conditions. Once the template is <br />populated, Consultant will develop a City specific operations response timeline as a <br />key component of the appendix. The timeline will consist of actions for City <br />departments to take to prepare for and respond to long-term loss of power. The <br />timelines will provide sufficient direction so that staff who do not regularly support <br />incident operations can use them to activate and begin operations to initiate an <br />effective response. Once the draft appendix is developed, Consultant will deliver it to <br />the City project manager and stakeholders for review and comment. The review <br />period will last one week. <br />Task 4 Deliverables: <br />• A long-term loss of power appendix template in electronic format <br />• An initial draft long-term loss of power draft appendix in electronic format <br />• A completed comment matrix that provide the adjudication of stakeholder <br />input to the draft appendix in electronic format <br />• Updated long-term loss of power appendix for the City in electronic format <br />Task 5 Conduct a Draft Long-term Loss of Power Appendix Validation Workshop <br />After the initial draft appendix has been reviewed by stakeholders, Consultant will <br />conduct a workshop to validate the information in the appendix and to collect <br />additional comments on their contents. The workshop will also be structured to <br />provide familiarization with and training on the appendix for City staff.
