EXHIBIT "A" <br />SCOPE OF SERVICES <br />Tasks and Deliverables: <br />Task 1: Review Infrastructure Interdependencies, Analyze Capabilities and <br />Develop Response Requirements <br />When electric power is lost, critical lifeline infrastructure is inoperable unless key <br />facilities have emergency backup power. For long-term power losses, backup power <br />is dependent on fuel availability. Consultant will work with City departments to <br />analyze the City s critical infrastructure and determine which facilities and systems are <br />most essential to protect life/safety. Consultant will assess which have emergency <br />backup power and the emergency power characteristics required for those that do <br />not. Consultant will also analyze the technical requirements to provide emergency <br />power to critical systems that do not have backup power and the ability of the City to <br />provide emergency power using its own resources. The results will be a resource <br />requirements analysis of emergency backup power needs that cannot be fulfilled using <br />City resources. <br />Task 1 Deliverables: <br />• A draft report containing critical infrastructure facilities, the emergency backup <br />power status for them, and the requirements for additional emergency backup <br />power resources for the City <br />• A completed comment matrix to provide the adjudication of stakeholder input <br />to the report in electronic format <br />• After a one-week review period, a final report in electronic format <br />Task 2: Develop an Appendix Table of Contents and Expanded Outline <br />Concurrent with Task 1, Consultant will develop a table of contents and expanded <br />outline for the City's long-term loss of power appendix. Consultant will provide it to <br />the City project manager for review and approval. A comment matrix will <br />accompany the table of contents and expanded outline to allow for tracking of <br />multiple staff inputs. After a one-week period of review, Consultant will consolidate <br />inputs, adjudicate conflicts with the project manager and then provide a final table <br />of contents and an expanded outline. <br />Task 2 Deliverables: <br />• A draft table of contents and expanded outline for the long-term loss of <br />power appendix electronic format <br />• A completed comment matrix to provide the adjudication of stakeholder input to <br />the draft table of contents and expanded outline in electronic format <br />• After a one-week review period, a table of contents and expanded outline for <br />the appendix in electronic format <br />REV: 07-24-19 RL <br />Page 9 of 11 <br />ATTY/AGR.2019.209/Navigating Preparedness Associates, LLC <br />
