6.1. - Page 2 of 3 <br />increased safety lighting, accessible ADA pedestrian signals, emergency vehicle pre-emption system, and <br />bicycle lanes. <br />The project was constructed in accordance with City Specifications and to the satisfaction of the City's <br />Engineering and Transportation Division. The contract required a faithful performance bond and a labor <br />and material bond that can be released at this time. Contract change orders totaling $49,913 in reduced <br />costs were issued for final quantity adjustments and changes to the project scope. The final contract <br />amount is $1,512,771, approximately 3 percent less than the initial contract amount. <br />FISCAL IMPACT <br />The Middlefield Road and Woodside Road Intersection Improvements Project was included in the Capital <br />Improvement Program Budget in the Gas Tax Construction Fund (FY 2013-14), Traffic Mitigation Fees Fund <br />(FY 2013-14), and Capital Outlay Fund (FY 2017-18) and the grant award was included in the FY 2012-13 <br />revenue budget for the Various Transportation Grants Fund. <br />ENVIRONMENTAL REVIEW <br />Accepting the project and releasing bonds and retention is not a project under the California Environmental <br />Quality Act (CEQA) as defined in the CEQA Guidelines, section 15378 because it has no potential for <br />resulting in either a direct or reasonably foreseeable indirect physical change in the environment. The City <br />determined when it awarded the contract that the project was exempt under CEQA Guidelines Section <br />15301 (Existing Facilities).
