6.J.- Page 2of15 <br />Circus is proposed to be held for four weekends this year continuing on the success of four weekends last <br />year. With the continued use of the ticket pricing structure with lower rates for midweek performances <br />and higher rates for traditionally filled weekend performances, we expect to maximize revenue to ensure <br />that all costs are covered. Staff has confirmed that there will be no athletic tournaments at Red Morton <br />Park during this time period and finds no additional park conflicts during the month of October. The <br />realization of profit from ticket sales is one of several revenue streams identified through our Downtown <br />Events Sustainability Plan. <br />FISCAL IMPACT <br />The Live Performance Agreement with Zoppe Circus is up to $161,500; and PRCS estimates an additional <br />$40,000 would be needed for marketing, equipment and supplies, staffing costs, etc. to support the four <br />weeks of performances for a total cost of $205,000. Revenue is estimated at $270,000 based sales from <br />last year's shows. <br />Current budgeted appropriations are sufficient to cover the proposed cost of this agreement for the <br />City; no additional budget appropriation is required. <br />ENVIRONMENTAL REVIEW <br />The action proposed in this report qualifies for the Class 4 Exemption under California Environmental <br />Quality Act (CEQA) Guidelines Sections 15304 (Minor Alterations to Land) and 15311 (Accessory <br />Structures), because it involves the minor temporary use of land having negligible or no permanent effects <br />on the environment, as well as the construction of minor accessory structures. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />Choose not to enter into the Agreement and do not hold Zoppe Circus performances. <br />ATTACHMENTS <br />Attachment A: Zoppe Live Performance Agreement 2019 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />109 <br />
