6.A. - Page 2 of 10 <br />The City currently has nine Boards, Commissions and Committees whose members are appointed by the <br />City Council: the Arts Commission, Board of Building Review, Housing and Human Concerns Commission, <br />Library Board, Parks Recreation and Community Services Commission, Planning Commission, Board of <br />Port Commissioners, Senior Affairs Commission, and the Transportation Advisory Committee. There are <br />two Committees whose members are appointed by the Planning Commission: the Architectural Advisory <br />Committee and the Historical Resources Advisory Committee. Most BCCs meet on a monthly basis at a set <br />date and time, while the Planning Commission meets two times per month, the Transportation Advisory <br />Commission meets quarterly and the Board of Building Review meets only as needed. Occasionally BCCs <br />have a need to hold special meetings at times outside of their regular meeting schedule in order to discuss <br />specific topics of business. Additionally, there are circumstances under which meetings are cancelled, <br />such as lack of business, elections, summer recess or winter recess. <br />ANALYSIS <br />A key factor to the productive functioning of BCCs is consistent attendance of all members at all BCC <br />meetings. The BCC attendance policy adopted on June 24, 2019 lays the foundation for applying uniform <br />attendance provisions to all BCCs, while outlining steps for removal of members who violate the policy. <br />The adopted attendance policy is designed to enforce uniform attendance requirements and set forth <br />uniform provisions for the administrative removal of members for attendance -related issues. However, <br />the City Charter outlines a removal option for members of the Library Board and the Board of Port <br />Commissioners, in Sections 18(c) and Section 47c, respectively, by way of a five -sevenths (5/7) vote by <br />the City Council. <br />In light of the removal -related language in the City Charter for the Library Board and Board of Port <br />Commissioners, staff has amended the BCC attendance policy to reflect additional steps to be taken by <br />the City Clerk to inform a member of the Library Board or Board of Port Commissioners with two <br />consecutive absences that a subsequent absence will result in a removal vote being scheduled for the City <br />Council. If a five -sevenths (5/7) vote for removal is achieved the member will be removed from the BCC <br />on which they serve. Further, staff has clarified that the policy applies to all BCCs, that a member must be <br />present for at least fifty percent (50%) of a meeting to be counted as present, and that if a meeting is <br />cancelled for lack of business, Election Day, summer recess, or winter recess, that meeting will not be <br />factored in when calculating the percentage of absences by a member over a consecutive twelve-month <br />period. Staff is requesting the City Council adopt the revised BCC attendance policy (Attachment A). <br />Staff is also requesting the City Council adopt an ordinance amending Redwood City Code Section 2.102 — <br />Vacancies; Removal of Members to ensure continuity between the BCC attendance policy and the <br />Municipal Code regarding the removal of BCC members for attendance -related reasons (Attachment B). <br />FISCAL IMPACT <br />The costs related to administering Boards, Commissions and Committees is included in the City Clerk's <br />Office budget; no additional funding is required. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />11 <br />
