K. - Page 1 of 38 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: August 26, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Professional services contract to complete Security Camera Infrastructure Assessment and Master Plan <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to enter into a professional services contract with <br />True North Consulting Group in an amount not to exceed $61,545 to assess and develop a master plan for <br />recommendations on software solutions and security camera specifications for existing and future <br />security camera expansion throughout the City. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />Currently, multiple City departments utilize a variety of hardware and software vendors to provide and <br />maintain security cameras. Due to the significant differences in the capability of, and access to, each <br />camera system, monitoring of all City cameras at a single location is not possible. This design is inefficient <br />and the associated limitations cause significant investigatory delays for the Police Department when <br />crimes against City property, or crimes against persons located on City property, occur. <br />ANALYSIS <br />In December 2018, staff issued a Request for Quote for security camera infrastructure assessments <br />(Attachment A). Five responses were received. A staff committee comprised of the Deputy Police Chief, a <br />Police Captain, and a Senior IT Engineer conducted an evaluation of each vendor and their respective <br />response (Attachment B).
